직업훈련교육에 관한 해외사례 비교⋅고찰 연구

국문 초록

외국인 유학생 중 여학생을 중심으로 한국이나 자국에서 활용할 수 있는 미용 기술에 대한 학습의지와 관심이 높으므로 이를 위한 유학생을 위한 미용학과 특별반 교육과정 개설이 요구된다(정하나, 2018). 실습과 취업에 중점을 둔 유학생 미용학과 특별반 교육과정 개설을 위한 기초 자료로서 OECD(Organization for Economic Cooperation and Development) 네개 국가(영국, 미국, 독일, 호주)의 직업훈련과정에 대해 문헌을 중심으로 연구하였다. 연구 결과 미국과 독일은 16세 이상, 영국은 18세 이상, 호주는 일할 수 있는 연령은 누구나 직업훈련교육의 대상이 되며 대부분 도제제도 중심으로 직업훈련과정이 이루어짐을 알 수 있다. 직업교육훈련 사업의 주체는 주로 정부였으며 독일의 경우는 고등교육기관이 사업의 주체로 프로그램을 운영하고 있다. 각 국가의 직업훈련과정의 특징을 살펴보면 먼저 영국의 경우 개별 상담가와의 면담을 통해 취업을 지원하고 그 다음 단계로 교육이 이루어진다. 미국의 경우 현장 중심 전문인력 양성과 공급에 중점을 둔다. 독일의 경우 현장훈련과 학교 수업을 병행하며 국가공인시험을 거쳐 인증서를 받음으로 훈련비용을 절감하고 높은 취업 성과를 거두고 있다. 호주의 경우는 일대일 또는 일대다수로 특정기관에 모여 고용훈련을 받고 실무기술 및 OJT(On-the-Job Training)는 각기 다른 기업에 가서 훈련 받는다는 특징이 있다. 각 프로그램 중 이원화도제제도를 시행하고 있는 독일의 직업훈련과정 성과가 가장 높았다. 본 연구는 해외사례를 중심으로 직업 훈련교육에 대해 문헌을 통해 조사하고 이를 바탕으로 유학생을 위한 미용학과 특별반 구성에 활용하고자 고찰한 것이다. 따라서 독일의 이원화도제제도의 효과적인 장점을 적용하여 실습을 중심으로 현장훈련과 학교 수업 병행하며 국가공인시험을 거쳐 인증서를 받음으로 훈련비용을 절감하고 높은 취업성과를 얻도록 교육과정을 구성하되 각 나라의 환경, 경제, 문화, 역사적인 배경이 다르므로 한국의 실정과 유학생의 특징을 반영하여야 할 것이다. 또한 미용학과 교육과정의 세부적인 교육 내용 구성을 위해 한국의 미용직업 훈련과정과 다른 국가의 미용직업 훈련과정을 비교 연구하여 교과과정에 적용하는 방안도 연구되어야 할 것이다.

영문 초록

This study is intended to investigate overseas vocational training education through literature and to use it to organize special classes in the department of beauty for international students. Since there is a high willingness and interest in beauty technology that can be used in Korea or in the country, especially among female students, it is necessary to open a special course in beauty department for international students. The vocational training courses in four OECD countries (Britain, the United States, Germany and Australia) were studied mainly in literature as basic data for the opening of special classes in the department of beauty for international students focusing on practice and employment. According to the results of the study, the U.S. and Germany are over 16, the U.K. is over 18, and Australia is allowed to work at all ages, with vocational training courses mostly based on the apprenticeship system. The main agent of vocational education and training projects was the government, and in Germany, higher education institutions run programs as the main agent of the project. The characteristics of vocational training courses in each country: In the United Kingdom, individual counselors are interviewed to support employment and the next step is education. In the United States, the focus is on training and supplying field-oriented professionals. In the case of Germany, both field training and school classes are being conducted at the same time, and certificates are given after the national certification exam, reducing training costs and achieving high job results. In the case of Australia, one to one or one to many training is conducted, which is characterized by employment training at certain institutions and training at different companies for practical skills and OJT. Among each program, Germany s vocational training course, which implements a dualization apprenticeship system, had the highest performance. Therefore, dualization apprenticeship system of Germany should be applied to combine field training and school classes with practice, and to reduce training costs by receiving certificates through the national certificated exam and to achieve high job performance, but the actual conditions of Korea and the characteristics of international students should be reflected because each country s environment, economy, culture, and historical background are different. In order to organize the details of the curriculum in the department of beauty, a plan should also be studied to compare and study the vocational training courses for beauty in Korea and other countries and apply them to the curriculum.
