영화 및 공연예술에 대한 부가가치세 감면의 경제적 효과

국문 초록

본 연구는 영화 및 공연예술에 대한 부가가치세 감면의 타당성에 대해 검토한 후, 부가가치세 감면이 부가가치세 유효세율 및 가격에 미치는 영향, 그리고 경제적 파급 효과를 분석하였다. 또한, 코로나19 이후 영화 및 공연예술에 대한 소비가 비대면 온라인으로 이루어지는 추세가 강화되고 있음을 고려하여 유선․위성 및 기타 방송서비스에 대한 부가가치세 감면의 효과를 함께 추정하였다. 기존 연구 검토 및 주요국의 사례검토를 통해 영화 및 공연예술에 대한 부가가치세 감면은 문화서비스의 가치재적 성격과 외부효과, 그리고 경제적 파급효과 등을 고려할 때 타당한 것으로 분석되었다. 면세적용 및 3%와 4%의 경감세율 도입을 시나리오로 Gottfreid and Weigard(1991)의 부가가치세 유효세율 추정방법을 적용한 결과 부가가치세 감면은 부가가치세 유효세율과 가격을 인하시키고, 이에 따라 민간소비지출을 증가시키는 것으로 나타났다. 그리고 산업연관분석결과 민간소비지출의 증가는 우리 경제의 생산, 부가가치, 취업 및 고용을 증가시키는 것으로 나타났다.

영문 초록

In this study, we examined the validity of VAT reduction for films and performing arts, and then analyzed the Economic effects of VAT reduction. In addition, considering the trend of untact online consumption of films and performing arts has been strengthening since Covid-19, we also analyzed the effect of VAT reduction for wired, satellite and other broadcasting services, which is the main platforms people used for untact online consumption of films and performing arts. According to the previous researches and other countries experiences, VAT reduction on films and performing arts which is applied in many other countries is reasonable in consideration of their positive externalities. As a result of estimating VAT effective tax rate based on the methodology which is developed by Gottfreid and Weigard (1991), we found that VAT reduction lowers the effective VAT rate and price. And we also found that increasing private consumption expenditure due to the reduction in VAT rate and price increased the production, value added, and employment in the economy. These results imply that VAT reduction is efficient policy that the benefits are larger than the costs estimated by the magnitude of the reduction in tax revenue
