무상보육정책의 추가출산 제고 효과 분석

국문 초록

본 연구는 1~7차 여성가족패널조사 자료에 패널프로빗(Panel Probit)기법을 적용하여 2013년 시행된 무상보육정책의 추가출산 제고효과를 출산순위별로 추정하였다. 추정결과 첫째, 무상보육정책이 추가출산에 긍정적으로 작용하여 둘째 자녀 출산에 긍정적인 효과를 미치는 것으로 나타났다. 또한, 첫째 자녀를 양육할 때 무상보육혜택을 받으면 3년 후의 둘째 자녀 추가출산에도 긍정적인 효과를 주는 것으로 실증되었다. 그러나 셋째 자녀 추가 출산에도 효과는 있으나 그 정도가 약한 것으로 나타났다. 이는 무상보육이 추가출산에 영향을 주어 우리나라의 저출산 문제 해결에 부분적으로 효과를 주는 정책임을 나타내주는 결과이다. 둘째, 무상보육정책 시행 후 출산순위별로 추가출산에 영향을 주는 결정요인들이 다르게 나타남을 실증하였다. 구체적으로 둘째 자녀의 추가출산에는 모(母)의 연령, 부모의 교육연수, 주택소유 여부, 첫째 자녀 출산 당시 취업여부가 통계적으로 유의한 결정요인으로 나타났지만, 셋째 자녀의 추가출산에는 이 변수들이 유의한 영향을 주지 않았다. 이상의 결과에서 자녀수에 따라 맞춤형 저출산 해소대책을 수립하여 실행할 필요가 있다는 정책적인 시사점을 도출할 수 있다.

영문 초록

This study analyzes the effect of the free child-care policy implemented in 2013 on an additional childbirth by the birth rank with both the first ~ seventh wave data of the Korean Longitudinal Survey of Women and Families and the panel probit method. Empirical results are as follows: first, the free child-care policy has a positive effect of raising the fertility rate and thus giving a second-child birth. When we receive the free childcare benefits in the process of raising the first child, the policy also positively affected the second childbirth in three years later, however the additional childbirth of the third child is estimated to be influenced by the free childcare policy and its magnitude to be weak. It means that the free childcare policy helps the nation’s low birthrate to lift by influencing additional childbirth. Second, it has been demonstrated since the implementation of the free childcare policy in 2013 that determinants impacting the additional childbirth differ by each birth rank. Specifically, the following factors, such as the mother’s age, the parents’ educational year, the housing ownership, and the employment status at the time of giving birth, have the statistical significance for the second birth, but has not for the third childbirth. This derives another policy implication: measures to increase the fertility rate need to differ by the number of child.
