복지태도에 따른 군집의 성격 분석과 복지인식 제고 전략

국문 초록

복지태도 구성 요인을 중심으로 군집분석을 실시하여 복지인식 제고 전략을 제안하고자 한 본 연구는 한국복지패널(Koweps) 복지인식 부가조사(2019년) 자료를 이용하였다. 주요 연구결과로 첫째, 이단계군집분석 결과 세 개 군집이 도출되었고 성장･정부책임 강조형, 성장･개인적 빈곤관 강조형, 분배･정부책임 강조형으로 명명하였다. 둘째, 각 군집의 성격과 차이를 분석한 결과 성별, 나이, 학력, 경제활동형태, 개별소득, 사회서비스 경험 종류 수 등은 유의미한 차이를 보여주지 않은 반면 거주 지역, 주거점유 형태, 금융자산 등은 통계적으로 유의미한 차이가 있는 것으로 나타났다. 셋째, 우리나라의 불평등 정도가 크다고 응답한 군집과 복지 증세에 대해 찬성도가 가장 높은 군집은 분배･정부책임 강조형이었다. 마지막으로 사회복지에 대한 인식관련 문항에서 복지가 증가되면 일할 의욕이 저하된다는 것에 성장･정부책임 강조형에서 동의하는 비중이 가장 컸다. 공적보험을 축소하고 민영보험을 이용해야 된다는 의견에 세 군집 모두 의견 없음이 가장 많았다. 이는 동의와 반대를 판단할 수 있는 정보가 없거나 제도에 대한 이해 자체가 충분하지 않았기 때문일 수 있다. 교육수준에 따라 혹은 사회복지 경험에 따라 복지국가 지향의 일관된 복지인식을 갖는 것이 아니기에 복지인식 제고를 위해 대상의 성격에 따라 세부 전략을 모색해야 한다. 개인적 능력주의 중심적 관점을 넘어서 빈곤 원인에 대한 인식의 다각화, 경제와 복지의 이분법적 관점 수정 위한 설명의 제공, 국가의 적극적인 역할과 책임에 대한 시각의 확대, 사회문제 예방과 사회통합을 효과적으로 이끌 수 있는 사회복지 방법에 대한 이해도를 높이는 전략도 필요하다. 복지태도를 통한 집단을 구분함으로써 복지국가를 지향하는 복지인식 제고를 위해 우선적으로 고려해야 할 내용을 제안한 것이 이 연구의 의의이다.

영문 초록

This study aims to perform a cluster analysis focusing on the factors constituting welfare attitudes and to propose a strategy to enhance welfare perception. For this, Welfare Perception Supplementary Survey(2019) in Korea Welfare Panel Study was used. The main results are as follows: First, as a result of the two-step cluster analysis, three clusters were derived. Each cluster was named ‘growth/government responsibility emphasis type’, ‘growth/personal responsibility for poverty emphasis type’, and ‘distribution/government responsibility-emphasis type’. Second, the characteristics of each cluster and the differences between the clusters were analyzed. Residential area, residential occupancy type, and financial assets showed statistically significant differences. Third, the clusters that responded that Korea had a high level of inequality and those that strongly favored tax increases to promote welfare was distribution/government responsibility-emphasis type’. Finally, among the growth and government responsibility-emphasized type , the proportion of respondents who agreed that the motivation to work decreases as welfare increases had the highest proportion compared to other groups. Based on the above discussions, strategies for raising welfare perception were proposed. It is necessary to clarify that raising awareness of welfare does not happen automatically and seek detailed strategies because it is not possible to have a consistent welfare awareness oriented to the welfare state according to the level of education or social welfare experience. The significance of this study is that it presents the contents that should be considered first to raise welfare awareness toward the welfare state.
