국문 초록

본 논문은 1948년 2월 남한의 총선거실시를 통한 중앙정부 수립에 관한 유엔의 소총회의 결의과정을 국내정치적인 측면, 국제정치적인 측면, 그리고 남북관계적 측면에서 살펴보았다. 지금까지 유엔 소총회에 대한 기존 연구는 이승만, 김구, 김규식을 중심으로 이루어졌으나 본논문은 이들과 함께 다양한 정치세력과 일반대중들의 의사가 무엇인가를 살펴보았다. 그 결과 당시 남한의 대다수는 남한만이라도 총선거를 실시하여 독립 정부를 세워야 한다고 생각했다고 본다. 따라서 김구, 김규식이 총선거를 반대하고 남북협상을 주장하자 과거 이들을 지지했던 세력들이 이승만을 지지하게 되었다. 메논은 유엔 총회에서 대다수의 사람들은 남한 만이라도 독립된 정부를 갖기를 원한다고 말하였다. 또한 지금까지 연구에서 유엔임시위원단의 반미 진영의 입장이 강조되어 왔지만 본 논문은 이들과 함께 여기에 대한 미국과 친미국가들의 입장을 다루었으며, 특별히 유엔 소총회에서 대다수의 국가들이 미국의 입장을 따라 남한의 총선거 실시를 찬성하였다는 것을 밝혔다. 아울러서 남한의 총선거 실시는 분단의 고착화라고 생각했지만 미국정부와 이승만은 남한의 정부수립은 한반도 전체를 민주적인 통일국가를 만드는 첫 단계라고 이해했다는 점을 밝혔다. 미국은 과거 미소공위의 경험을 통하여 소련과 타협을 통한 민주국가 건립은 불가능하다고 생각하였고, 따라서 먼저 남한에 민주국가를 세우고 이것을 통하여 북한도 민주통일국가로 만들 수 있다고 보았다. 이 논문은 유엔 소총회의 논의 당시 소련과 북한의 입장을 살펴보았다. 남한의 총선거 실시를 대비하여 소련은 먼저 북한에 단독정부를 세우기 위해 헌법을 준비하고, 인민군을 창설하였다. 그리고 남한에 단독정부가 세워지는 것을 막기 위해서 남로당을 통하여 대대적인 폭동을 일으켰다. 그러나 이런 행동은 남한사회에서 경찰력의 강화와 유엔에서 남한에 단독정부를 세워야 한다는 당 위성을 지니도록 만들었다.

영문 초록

This paper examines the resolution of the UN Interim Committee on the establishment of the Korean national government through the general election of South Korea in February 1948 in terms of domestic politics, international diplomacy, and relations with North Korea. Until now, researches on this issue had been conducted mainly concentrating on Rhee Syngman, Kim Gu, and Kim Gyusik, but this paper also examined the intentions of various political forces and the general public during the period. As a result, the majority of Koreans living in the south thought that South Korea alone should hold a general election to establish an independent government. Therefore, when Kim Gu and Kim Gyusik opposed the general election and insisted on furthering inter-Korean negotiations, their former supporters switched their position and sided with Rhee Syngman. Menon informed the UN General Assembly that the majority of Koreans are wishing South Korea to have an independent government. Researches have also considered the general election in South Korea as an incident that led to the solidification of the north-south division in Korea. However, this paper reveals that the U.S. government and Rhee Syngman thought that the establishment of the South Korean government was the first step toward a democratic unified nation. The U.S. government, reflecting on past experience, believed that it was impossible to establish a democratic state through compromising with the Soviet Union. First establishing a democratic state in South Korea and then extending this to North Korea making a democratic unification state was considered a valid strategy. This paper also explored the positions of the Soviet Union and North Korea during the discussion of the U.N. Interim Committee. Before South Korea’s general elections, the Soviet Union already prepared a constitution to establish a single government in North Korea and established the People’s Army. Also, in order to prevent a single government from being established in South Korea, they orchestrated a major riot with the mobilization of the Namro(South Labor) Party. However, these actions were accepted as giving South Korean government the grounds to strengthen their police power and the persuasive power for establishing a single government within the United Nations.
