국문 초록

이 연구는 냉전의 종식과 체코슬로바키아의 체제변환을 주도했던 하벨의 인식을 분석하고, 탈냉전기 서구(西歐)인식의 변화와 지속을 포착한다. 프라하의 봄과 77헌장을 거치며 하벨은 전체주의에 저항했고, 비폭력, 개인의 독립, 지도자들의 도덕적 재건을 강조했다. 후기전체주의 사회에서 도덕성을 잃고, 전체주의 시스템의 한 축으로 몰락한 일반 시민들을 ‘권력 없는 사람들의 권력’으로 묘사했다. 하벨은 공산주의의 몰락을 서구의 승리가 아닌 인간양심과 다양성의 승리로 판단했고, 서구의 러시아 지원을 요청했다. 하벨은 서구민주주의를 지향하고 유럽으로의 회귀를 목표로 했지만, 서구는 발전, 동구는 저발전이라는 이분법적 인식, 시장경제의 불완전성을 비판했다. 하벨은 민주주의의 본질을 서구 보다 체코슬로바키아의 역사에서 찾았고, 서양과 동양의 화합을 모색했다. 대통령 취임 후 하벨은 제한적 서구지향에 따라 나토의 개편를 제안했지만, 곧 나토의 가입을 적극 주장했고, 나토와 공동작전을 수행했다. 비폭력을 추구했던 하벨의 변화에는 발칸반도의 폭력적 상황 해결에 대한 현실인식, 서유럽에 대한 불안, 대서양세력에 대한 기대가 복합적으로 작동한 것으로 보인다. 또한 하벨은 서유럽 중심 질서에 극심한 불안감을 나타냈지만, 초국가적 기구에 주권을 이양하는 유럽공동체를 강조하며, 결국 나토와 유럽연합 가입을 완료했다. 도덕에 기초한 하벨의 책임정치의 특징은 시대에 따라 변화했지만, 현실에 기반하며, 희생과 화합에 기초한 대안모색 방식은 지속됐다.

영문 초록

This study analyzes the perceptions of Václav Havel who led the end of the Cold War and the system change of Czechoslovak and detects the change of continuation of his perception of the West during the end of the Cold War. In the course of witnessing the Prague Spring and Charter77, Havel resisted totalitarianism and emphasized nonviolence, individual independence, and moral reconstruction of leaders. Havel described the general citizens that have lost their morality and have been ruined to serve as an axis of totalitarian system in the post-totalitarian world in terms of “the power of the powerless.” Havel judged that the fall of communism is not a victory of the West but a victory of human conscience and diversity and asked the West to support Russia. While Havel aimed for Western democracy and a return to Europe, he criticized the dichotomous perception of the developed West and the underdeveloped East and the imperfections and unethicality of the Western market economy. Havel sought to identify the essence of democracy more in the history of Czechoslovakia than in the West and bring harmony of the West and the East. Immediately after taking office as President, Havel proposed a name change for NATO in accordance with limited Western orientation but soon actively insisted on joining the NATO and carried out a joint operation with NATO. In the background of policy change by Havel, who had pursued non-violence, it seems that his realistic awareness of resolving the violent situation in the Balkans, apprehension for Western Europe, and expectations of the Atlantic power worked in combination. Havel also expressed extreme anxiety about the Western European order but eventually completed Czech Republic’s entry into NATO and the European Union actively proposed European integration, emphasizing the European community that transfers national sovereignty to transnational institutions. The characteristics of Havel s politics of responsibility based on morality have changed with the times, but his method of seeking alternatives based on reality, sacrifice and harmony persisted.
