건설산업에서 외국인 근로자의 적절한 안전교육 실시 방법

국문 초록

본 연구에서는 건설산업의 특수성에 따른 외국인 근로자의 유입이 필연적이기 때문에 여기서 발생되는 재해를 예방하고자 시도되었다. 우리나라는 현재 산업발달에 힘입어 OECD에 가입된 선진국 반열에 올라 국민들의 3D직종에 대한 기피현상이 나타나게 되었다. 이에 따라 국내 기업들의 단순 기능 외국 인력의 수요는 지속적으로 증가하고 있다. 따라서 우리나라는 이를 제도화하기 위해 1991년에 해외투자업체 연수생제도, 1993년에 외국인산업연수제도, 2000년에 연수취업제가 도입되어 활용되어지고 있으나, 연수취업제를 제외하면 단순기능 외국인력을 합법적인 근로자 신분으로 고용할 수 있는 제도적 장치는 아직 미흡한 실정이다. 따라서 최근 고용노동부는 외국인 근로자의 산업재해를 예방하여 이들이 안전하게 일하다가 귀국할 수 있도록「외국인 근로자 산업재해 예방 대책」을 마련, 5.8(목) 발표하였다. 하지만 법 규제차원에서 강화되었을지 몰라도 근본적 실시방법의 개선은 뚜렷하게 제시되지 않았다. 이에 본 연구에서는 최적의 안전교육 실시방법 도출하고자 한다.

영문 초록

This study has attempted to prevent disasters from the foreign labors who are coming into the construction industry in Korea. People in Korea have been avoiding 3D(dirty, difficult, dangerous)-works since included into the OECD as growing industries. That`s why the demand about the foreign labors has steadily increasing to the domestic enterprises. To institutionalize it, government introduced some systems such as the industrial skill trainee program for overseas-invested firms in 1991, industrial training system for foreign labors in 1993 and employment permission system in 2000. However, except for the employment permission system, the systems are still insufficient to legitimately hire foreign workers. So, to resolve these problems and prevent isdustrial accident, employment of the Ministry of Labor announced 「the industrial accident prevention plan for foreign workers」on 8, May, 2014. But it just may be strengthen in the side of mandatory regulation, not improving a fundamental safety education method of enforcement. For this reason, the purpose in this study is to draw a best safety education method.
