국문 초록

방위사업의 무기체계 연구 개발에서 우수한 업체를 선정하는 것은 매우 중요하다. 무기체계 연구 개발에서 계약자 선정의 핵심은 계약을 하기 위한 협상대상 업체를 선정하는 과정이라고 말할 수 있다. 본 논문은 정책적·제도적인 측면에서 협상대상 업체를 선정하기 위한 접근 방법의 개선을 연구 목적으로 하고 있다. 먼저 방위사업청에서 규정하고 있는 업체 선정의 기준을 설명하였다. 방위사업청은 2006년 개청 이후 현실을 반영하는 효율적이고 공정한 기준으로 업체를 선정하고 있다. 하지만 주변 환경의 변화와 복잡성 때문에 연구 개발 사업에 참여하는 다양한 주체의 이해를 반영하는 현실적이고 다양한 이해관계가 반영된 규정의 개선이 지속적으로 필요하다. 본 연구에서는 이러한 요구사항에 부응할 수 있는 정책적·제도적 측면의 개선방안을 제시하였다. 본 연구는 다양한 시각에서의 개선방안을 제시하였다는 점에서 기여하는 바가 크다. 예를 들어 중소기업을 육성하기 위한 국가정책의 부응과 사업관리간의 조화의 필요, 업체가 제안서를 작성하기 위한 충분한 시간을 보장해 주는 의미에서의 사업에 대한 사전공개, 우선순위를 고려한 제안서 작성을 유도하는 평가항목 및 배점 공개, 서류 평가의 제한점을 보완하기 위한 제안설명회 활성화, 평가결과의 조기 공개 등이다. 또한 본 연구에서 제시된 개선방안의 각 분야는 무기체계 연구 개발에서 가장 중요한 절차인 협상대상 업체 선정의 발전을 위한 분야별 연구주제가 될 수 있다.

영문 초록

How to select qualified contracters in weapon system R&D(Research and Development) of defense industry is a very important area in defense industry. We can regard selecting contracters of selecting negotiation company in weapon system R&D projects. This paper is to aim to study on what approach government should consider and adopt in terms of policy and regulations. First, Work process for selecting qualified firms is explained according to DAPA(Defense Acquisition Procurement Agency)’s regulations. Since 2006, DAPA has improved an efficient and fair regulations which is treating a real defense industrial world. However because of complexities and changes in defense industrial world DAPA has no choice but to establish more realistic and adoptable regulations considering interests of whole members in defense industry. For examples DAPA has to include regulations for small companies to boost national policy and is concerned about fairness versus specialty in proposal evaluation. This paper proposed some alternatives to improve regulations and policies to meet current requirements. This paper is contributing much to improvement in proposal evaluation from various perspectives. For example, the necessity for harmony between support to national policy and project management, pre-quide to help companies to have enough time for proposal, evaluation element and score open system to allow companies to focus on more important area, earlier release of evaluation result, etc. And some alternatives in this paper can be interesting and important subjects to improve the evaluation system in selecting negotiation company.
