국문 초록

본 연구는 현재 수행되는 BTL사업의 사업자 선정절차의 문제점을 분석하고 이에 대한 개선방안을 제시하는 것을 목적으로 수행되었다. 이를 위하여 기존에 수행된 BTL사업 사례대상 5개의 제안요청서(RFP)에 대한 분석과 사업주체별 전문가 설문조사를 통해 현재 BTL사업의 사업자 선정절차에 대한 문제점을 도출하였다. 도출된 문제점에 대한 개선방안으로 최고가치를 고려한 평가법 중심의 BTL 사업자 선정절차를 개선한 모델을 제시하였다. 본 연구에서 제시한 평가 모델은 1단계에서 PQ 심사와 설계공모ㆍ기술제안입찰의 기술제안서를 심사하고 2단계에서 현행 평가항목인 가격부문과 재차 기술제안서를 평가하는 모델이다. 이는 가격평가 위주의 사업자 선정방식을 벗어나 기술부문에 대한 중요도를 높여 BTL사업의 품질 및 서비스 향상을 기대할 수 있다.

영문 초록

The purpose of this study was to examine the problem and improvement strategy of BTL contractor selection procedure, centering on the highest price-considered evaluation method. For this, the investigator examined the examples of BTL business and carried out a questionnaire survey to analyze the problem of the existing contractor selection procedure. And an improvement strategy was presented centering on the highest price-considered evaluation method. Improvement strategies are as follows: This evaluation model will examine both PQ and the technological proposals in the public subscription of design and the technology proposal bidding in the first step. And in the second step the existing evaluation items of the price section is evaluated and then the technological proposals are reevaluated. Therefore, this strategy is helpful to strengthen the technology section of the existing BTL contractor selection procedure and to enhance the quality and service of constructed facilities, thus appropriate to the purpose of BTL business introduction.
