재난관리 취약성에 관한 고찰

국문 초록

과학의 발달과 산업기술의 발전함에 따라 급속한 도시화가 진행되었다. 편리한 인텔리젠트 빌딩, 초고층 물(30층 이상), 공동주택, 오피스빌딩과 빌딩 사이에 서로의 상충된 목적에 부합되도록 지어진 건축물 등의 신축되는 건축물들이 점점 더 대형화, 밀집화, 고층화, 지하화, 복잡화되는 시대를 살아가는 우리들은 예기치 않은 사고들과 재난의 위험 속에서 일상생활을 하고 있다. 이런 이유로 선진국에서는 다양한 위험요소들을 개별적이 아닌 모든 위험들을 종합적으로 관리하는 모든 위험접근법(All-Hazard Approach)을 통하여 모든 위험, 모든 단계, 모든 기관들이 통합되고 종합적으로 관리하는 포괄적 재난관리(Comprehensive Emergency / Disaster Management)가 요구되어지고 현재 시행되고 있음에도 불구하고 국내에서 재난의 취약성에 관한 연구는 미흡한 실정이다. 또한, 과거의 재난관리는 이미 발생한 천재지변이나 사회적 인적재난에 대하여 직접적인 피해에 따른 복원력 연구, 피해복구, 사업의 재개에만 관심을 가지고 초점이 맞추어졌던 것이 사실이다. 하지만 다변하고 복잡한 현재와 미래는 태풍을 예측하듯이 토네이도나 쓰나미, 우주의 혜성들의 움직임들과 경로들을 예측하여 재난을 예방하는 기술들과 연구들이 활발할 것으로 예상되어진다. 따라서 본 연구는 재난의 예방ㆍ대비ㆍ대응ㆍ복구와 안전문화활동, 그 밖에 재난 및 안전관리에 절대적으로 필요한 구성요소인 취약성(Vulnerability)을 이해하여 예기치 않은 사고로부터 감당할 수 없는 재난피해를 최소화하고 사전 예방하는 Guide-Line을 제시하고자 한다.

영문 초록

According to the development of science and industrial technology, rapid urbanization proceeded. Buildings such as the convenient intelligent building, skyscraper (more than 30 stories), apartment buildings, and buildings built to meet conflicting purposes between office buildings and buildings are becoming increasingly larger, higher, denser, more complicated. We, those who live in these times, are living everyday in the midst of unexpected accidents and disasters. For this reason, developed countries are implementing an All-Hazards Approach that manages all the risks, not individual risks, in a comprehensive manner. Comprehensive Emergency / Disaster Management, which is integrated and comprehensive management of all risks, all phases, all institutions is required and currently implemented, but there is insufficient research on disaster vulnerability in Korea. In addition, it is true that past disaster management focused on resilience, damage restoration and business resumption due to direct damage to natural disasters and social disasters that have already occurred. But the future is expected to stimulate technologies and research to prevent disasters by predicting the movements and paths of comets in tornadoes, tsunamis and comets of the universe as predicted by typhoons. Therefore, this study aims at minimizing disaster damage that can not be covered from unexpected accident by understanding the prevention, preparationㆍresponseㆍresponseㆍ restorationㆍsafety culture activity of disaster, and the vulnerability which is an absolutely necessary component for disaster and safety management. This study aims to present a guide-line that minimizes disaster damage and proactively.
