국문 초록

이 연구는 지역사회경찰활동의 이론적 근거로 특정 지역사회, 즉 세종시와 부여군을 중심으로 범죄발생특성과 문제점을 분석하고 대응방안을 제시하고자 하였다. 그 결과 지역사회의 환경에 범죄발생이 크게 좌우됨을 알 수 있었다. 즉 급격히 행정중심복합도시로 진행되는 세종시의 경우 지능범죄의 증가, 형법범의 전반적 증가 양상 등이 그것이다. 또한 부여군의 경우 이농, 이촌과 고령화 및 농작물 재배에 주로 전념하는 주민의 특성에 따라 절도범죄가 빈발하였고 이는 전국의 범죄통계 순위를 역전할 정도였다(전국은 폭력범죄가 절도범죄보다 많은데 반해, 부여군의 경우 절도범죄가 많았음). 이러한 범죄발생 양상의 지역적 차이는 전국적 통일적 경찰정책과 실행에 한계점으로 작용할 것이다. 따라서 아래와 같이 크게 네 가지의 대책들이 시급히 시행되길 기대한다. 첫째, 주거지 범죄안전 환경개선 사업을 시행해야 한다. 주민을 대상으로 범죄안전의 현 실태를 점검하고 취약지점을 보완할 다각도의 방법들을 도입해야 한다. 둘째, 지역의 범죄발생의 특성을 파악하여 수요자중심(맞춤식) 범죄전략을 시행해야 한다. 세종시의 내부자고발제도 및 부여군의 농작물 절도방지용 CCTV설치 운영 등은 좋은 예로 보인다. 셋째, 주역주민의 참여와 의식 제고를 위한 교육 및 홍보사업을 시행해야 한다. 우리 주민의 주거하는 생활공간의 안전지킴이는 지역주민일 수밖에 없음을 인식하고 적극적 참여의 중요성을 알게 해야 한다. 넷째, 지방사회별 범죄안전대응협의체를 의무화하고 내실화해야 한다. 경찰청 치안정책연구소의 분석결과와 같이 현재 지자체별로 운영되는 지역치안협의회가 단발성, 홍보성으로 운영된다는 지적을 심각하게 봐야한다. 『범죄 및 무질서법』을 제정하고 “범죄 및 무질서 대응협의체”운영을 의무화한 영국의 지역사회범죄안전을 위한 제도와 운영을 거울로 삼아야 할 것으로 보인다.

영문 초록

This study is attempted to analyze the nature of the crime scene and the problems of the local community, Sejong-City, and Buyeo-Gun, and propose countermeasures. As a result, it was found that the crime in the community depends greatly on the circumstances of the crime. In other words, Sejong-City, which is a rapidly expanding administrative city, increases the incidence of intelligent crime(inclusion white collar crime) and the overall growth of the Criminal offense. In addition, in the Buyeo-Gun, there was a rash of thefts, such as crop theft, theft, etc. and This has led to a serious rise in the incidence of larceny, which is different from the rank of crime in the nation. Thus, we expect four major measures to be urgently implemented as follows. The first step should be to implement a project to improve the crime of crime in the community. In other words, the residents should be informed of the current status of the crime and implement measures to supplement the vulnerability of the vulnerable sectors. The second generation should identify the nature of the crime in the community and implement Demand-oriented crime strategies. It seems like a good example of the introduction of whistle-blower system of Sejong City, and the CCTV installation of the crops to protect the crops. Third, the education and promotion projects should be implemented to promote the participation and awareness of the principal population. Fourth, the Commission should conduct a mandatory operation of the crime prevention committee and operate effectively.
