사회복지 실천가의 취약노인 재산관리지원 경험에 대한 연구

국문 초록

급속한 고령화와 함께 의사결정능력의 저하로 인해 재산관리에 어려움을 겪는 노인은증가할 것으로 전망되지만, 우리나라에는 재산관리를 지원하는 의사결정지원체계가 미흡한 실정이다. 이에 본 연구에서는 국내·외의 의사결정지원제도를 검토하고, 노인돌봄서비스 제공자들의 경험을 통하여 재산관리에 어려움을 겪는 노인들의 상황과 이들에 대한 지원현황 및 서비스 제공과정의 어려움을 탐색하였다. 취약한 노인을 대상으로 서비스를 제공하는 노인복지서비스 제공자 13명을 대상으로 개별 및 집단면접을 수행하고 주제분석을통해 다음과 같은 결과를 도출하였다. 첫째, 고령의 노인에게 장애, 치매, 우울 등 건강상의 취약성과 사회적 고립이 결합될 경우 재산관리의 어려움과 경제적 학대 위험이 가중되었고 결과적으로 방임의 위험도 높아졌다. 둘째, 수급자격이 박탈될 수도 있다는 두려움과공포 때문에 수급 노인들은 수급비가 입금되는 즉시 현금으로 돈을 인출하여 관리하는 경향이 있었고, 이것이 여러 위험한 상황을 야기하고 있었다. 셋째, 재산관리지원서비스가제도화되어 있지 않음에도 불구하고 사회복지 실천현장에서 취약한 노인을 위한 지원은이미 보편적으로 이루어지고 있었고, 공식적인 업무지원체계가 없기 때문에 서비스 제공자의 의지와 선택에 따라 지원 내용과 범위에 있어 상당한 편차가 있었다. 넷째, 서비스제공자들은 업무부담과 노인 및 가족의 의심을 감수하면서 스스로를 보호하기 위해 고군분투하고 있었다. 동시에 이러한 지원은 노인이 익숙한 지역사회에서 계속 살아갈 수 있도록 돕는 일이고 삶의 질을 향상시키는 일이며 존엄한 노후를 돕는 일이라고 인식하고있었다. 이러한 결과는 취약한 노인을 위한 재산관리지원을 더 이상 개인의 선택이나 판단에만 의존할 수 없음을 여실히 보여주고 있다. 특히 기존제도를 활용하기 어려운 저소득 취약 노인을 우선 대상으로 하는 안전하고 체계화된 제도구축이 시급히 이루어져야 할것이다.

영문 초록

It is expected that the number of older adults who have difficulty managing their property due to the decline of their decision-making ability will increase, but a supported decision making system is still lacking in Korea. This study intends to review supported decision making systems and explore cases of difficulty in managing property and challenges experienced by service providers. Data analysis was based on individual and group interviews of fourteen professionals expected to encounter the vulnerable older people in social welfare institutions. First, when social isolation and health vulnerabilities such as disability, dementia, and depression are combined, the difficulty in managing property and the risk of financial abuse increased, and as a result, the risk of neglect increased. Second, because of the fear of a lack of eligibility for the National Basic Livelihood Security allowance, the elderly population receiving public assistance tended to manage their benefits in cash, and this has led to several dangerous situations. Third, despite the lack of institutionalization of support services for property management, they were provided routinely for vulnerable older adults. There were considerable variations in the content and scope of support depending on the institution and the individual. Fourth, service providers struggled to protect themselves, taking on the burden of work and suspicion from the elderly and their families. They perceived this support as helping the elderly to continue living in familiar communities, improving their quality of life, and helping them live a dignified life. These results clearly show that support services for property management for vulnerable elderly people can no longer rely solely on individual choices or judgments. It is first necessary to establish a support service for property management for the elderly with low incomes.
