이행기 정의 관점에서 본 한국의 과거사 정리와 의의에 대한 고찰

국문 초록

이 논문의 목적은 한국의 과거사 정리와 그 의의를 이행기 정의 관점과 연관하여 고찰하려는 것이다. 특히 고찰 대상은 동학농민혁명과 일제강점기 강제동원 사례를 중심으로 했다. 대체로 이행기 정의는 과거의 인권유린이나 전쟁범죄 등 비인간적 행위를 대상으로 진실규명, 책임자 처벌, 제도 개선, 희생자 기념 등 다양한 방식을 사용한다. 그래서 문제 당사자들의 평화와 화해, 그리고 통합으로 나아가는 과정을 다룬다. 두 사례에 대한 한국의 과거사 정리는 이행기 정의의 관점에서 피해자의 진실규명, 피해자 보상, 기념화 사업 등의 구체적인 방식으로 진행되었다. 우선 동학농민혁명의 과거사 정리는 동학농민혁명 참여자 등록과 추모 및 기념, 그리고 자료 조사 및 학술 연구를 중심으로 추진하였다. 이를 통해 동학농민혁명의 인간 평등과 존중에 대한 정신은 우리에게 기억되고 기념해야 할 정신적 자산으로 보존될 수 있었다. 한편 일제강점기 강제동원의 과거사 정리는 일제의 강압적착취와 강제동원에 희생된 피해자들의 명예를 회복하고, 이들에게 국가적 보상과가해자의 배상을 이끌어 내는 방식으로 추진하였다. 이와 함께 피해자들에 대한 공식 기록을 확보하고, 이를 학술적 연구로 연계하며 세계적 공감과 연대를 결성하고자 했다. 동학농민혁명 시기부터 일제강점기 사이 일본에 의해 강압적으로 자행된 피해의 진상을 규명하고, 그들을 기억하고 추념하며, 위로하는 것은 현재를 살아가는 우리의 책임이다. 동학농민혁명과 일제강점기 관련 과거사 정리라는 국가적 노력은바로 그 점에서 큰 의미가 있다.

영문 초록

The purpose of this paper is to consider Korea s historical readjustment and its meaning in connection with the perspective of transitional justice. In particular, the subjects of consideration were the Donghak Peasant Revolution and the case of forced mobilization under Japanese Ruling. In general, the transitional justice uses various methods such as finding out the truth, punishing the person in charge, improving the system, and commemorating the victims for inhumane acts such as human rights violations or war crimes in the past. So, it deals with the process of progressing toward peace, reconciliation, and integration of the problematic parties. Korea s historical readjustment for the two cases was carried out in specific ways such as finding the truth of the victims, compensation for victims, and commemorative projects from the perspective of transitional justice. First of all, the historical readjustment of the Donghak Peasant Revolution was promoted by focusing on the registration, memorial and commemoration of the participants of the Donghak Peasant Revolution, and data researches and academic researches. Through this, the spirit of human equality and respect in the Donghak Peasant Revolution was preserved as a spiritual asset to be remembered and commemorated by us. Meanwhile, the historical readjustment of the Forced Mobilization under Japanese ruling was promoted in the way to restore the honor of victims who were victims of forced exploitation and forced mobilization by the Japanese colonial rule, and to derive national compensation and compensation for the perpetrators. At the same time, it attempted to secure official records of victims, link them to academic research, and form a global consensus and solidarity. It is our responsibility to live in the present to find out the truth of the damage that has been done forcibly by Japan between the period of Donghak Peasant Revolution and Japanese Ruling, to remember and comfort them. The national effort to clean up the historical readjustment of the Donghak Peasant Revolution and the Forced Mobilization under Japanese Ruling is of great significance in that respect.
