국문 초록

이 연구는 숙의형 시민포럼을 독립되고 완결적인 숙의 민주주의 도구로 간주하기보다 포럼 내부의 숙의의 질과 외부의 수용성 및 상호작용, 정책 영향력, 문제해결역량 등을 종합적으로 분석하는 ‘시스템적’ 접근법을 사용해 경험적 사례들이 가진 복합적이고 중층적인 성격을 파악하고자 하였다. 사례분석 대상으로 ‘대구시 팔공산구름다리 시민원탁회의’와 ‘광주시 도시철도 2호선 공론화’를 선정하였다. 두사례는 디자인 선택과 정치적 맥락, 포럼 내･외부의 상호작용과 수용성 등의 측면에서 상이한 특징을 가지고 있어, 단순히 포럼의 성패 관점이 아닌 시스템적 접근의다양한 함의를 도출할 수 있는 장점이 있다. 첫 번째 사례는 포럼 내･외부 상호작용의 미흡으로 지방정부와 반대 측 시민단체들 간 갈등이 증폭되고 부정적 피드백이초래됨으로써 수용성과 문제해결력의 한계에 봉착했으며, 두 번째 사례는 장기간의논쟁을 종식시키고 사회적 수용성을 확보했으나 ‘과정의 공정성에 근거한 결과의타당성’ 측면에서 근본적인 한계가 노정되었다. 따라서 두 사례 모두 국내의 숙의민주주의 실험에 여러 가지 도전적 과제를 던져주고 있다. 포럼 결과를 갈등의 종결로 보는 시각에서 탈피해 포럼 안과 밖에서 제기된 쟁점과 이슈의 개방으로 담론을확장할 것을 핵심 과제로 제시하였다.

영문 초록

This study sought to identify the complex and multi-layered characteristics of empirical cases using a systematic approach that comprehensively analyzes the quality of deliberation and external acceptability and interaction, policy influence, and problem-solving rather than regard deliberative civic forums as an independent and complete democratic tool. For the case study, Daegu Palgongsan Cloud Bridge Citizens Roundtable Meeting and Gwangju City Subway Line 2 Public Deliberation were selected. The two cases have different characteristics in terms of design choice and political context, interaction and acceptability within and outside the forum, which has the advantage of eliciting various implications of the systematic approach, not just the forum s success or failure perspective. The first case faced limitations in acceptability and problem-solving by amplifying conflicts between local government and opposing civic groups due to insufficient internal and external interactions. The second case ended the long-term debate and secured social acceptance, but fundamental limitations were revealed in terms of the ‘the validity of the outcome based on fairness of the process’. Therefore, both cases pose a number of challenges to deliberative democratic experiments of local governments in Korea. The key task is to expand the discourse by opening up issues raised in and out of the forum, breaking away from the view of the forum s outcome as an end to conflict.
