국문 초록

본 연구는 한반도 평화통일의 관점에서 현 통일교육의 방향성과 미래상을 모색해보는 것을 목적으로 하고 있다. 이를 위해 한반도 평화통일에 대한 현 정부의 통일정책들을 살펴보고, 통일교육이 나아가야 할 방향을 제시하고자 한다. 남남갈등의 극복과 국민적 공감대를 형성해 가는 과정에서 평화·통일교육은 빠질 수 없는 필수요소로 작동할 것이다. 오늘날 우리가 추구하는 바람직한 통일은 개인의 자유와 복지 그리고 민족의 생존 및 번영이 보장되는 민족공동체를 만드는 것이다. 하지만 통일담론을 논함에 있어서는 남북 갈등도 문제지만 이에 못지않게 남남 갈등이 더 심각한 문제로 대두되고 있다. 통일 담론은 집권세력을 비롯한 여러 정치세력들에 의해 정략적으로 활용되면서 좌우 이념 갈등의 원인이 되었다. 이념 갈등의 중심에는 ‘평화’와 ‘안보’라는 두 개념이 있었고, 이 둘은 곧 좌우 대립적인 개념으로 고착화되었다. 이처럼 남남갈등이 극단적, 배타적, 폭력적 양상으로 심화되고 있다는 점에서 이를 극복하기 위한 교육적 개입이 절실한 상황이다. 이를 해결하기 위해서는 공적 영역의 개입과 민간 영역에서의 교육적 실천을 통해서만 가능하다. 통일교육은 남북이 통일을 이루어가는 과정뿐만 아니라, 통일 이후 사회통합을 위한 범국민적 공감대 형성에 중요한 역할을 담당하고 있다. 현 사회에 내재되어 있는 다양한 갈등을 봉합하고 하나 된 통일의 국론으로 통일시대를 이끌어 내야 한다. 이를 위해서는 평화와 안보에 대한 국민적 이해를 촉진시키는 교육자들의 양성과 교육 체계를 확보함으로써 통일교육의 지속성을 확보하여야 한다. 다른 한편으로는 권력과 특정 정치권의 의한 국민적 선전선동을 지양시킬 수 있는 합의를 통한 법적인 제도화가 필요하다. 더 나아가 거시적이고 미래지향적 통일인식을 위한 사회적 노력과 합의, 일관성 있는 교육내용을 확보시킴으로써 평화적 통일의 본질적 가치와 의미가 보전되고 실행에 옮길 수 있는 환경과 여건이 조성되어져야 한다.

영문 초록

This research aims to examine the current direction of unification education and its future based on the perspective of peaceful unification. Specifically, this study reviews the incumbent government’s national unification policy, and it suggests the unification education policy direction in the future. Peace and unification education will play a significant role not only to overcome the internal struggles in South Korea but also to establish public discourse. The ideal unification we are seeking is to create nationcommunity which guarantees an individual’s freedom, welfare, people’s survival, and prosperity. Despite unification discourse often handles the struggle between two-Koreas, internal conflicts in South Korea is also severe. The political faction, including ruling party, misused the unification discourses, so it was the reason for ideological disputes between right and left. ‘Peace’ and ‘Security’ are positioned in the middle of the ideological dispute, and these two concepts fixed as the representative ideological weapons between right and left. As the internal conflicts are getting severe, exclusive, and even violent, the role of education is needed. The intervention of the public sphere and the practice of education in the private sphere enable to solve the problem mentioned above. The unification education can help to make a social consensus not only during the processing period but also after the national unification. We should open the unification era by soothing the internal conflict in Korean society. The consistency of unification education has to be preserved by training the educator and establishing the education system to achieve the goal mentioned above. On the other hand, we need a legal institutionalization process based on consensus, which can prevent political propaganda by a specific political faction. Moreover, social consensus and consistent education contents have to be prepared for the macro and future-oriented unification education. In short, we have to build a good environment which can maintain fundamental values of national unification.
