국문 초록

본 논문은 아세안 지역개발협력의 역외의존성 및 다층성의 양상과 원인을 살펴봄으로써아세안 지역개발협력의 특징을 고찰하고자 한다. 비공식적 논의과정을 통해 의사결정을 도출하는 아세안방식에 근거한 아세안의 지역개발협력은 국가주도의 발전주의적 지역협력을특성으로 한다. 이를 배경으로 아세안은 사회적 의제에 대해서는 취약한 구조를 지닌 반면개별국가의 ‘발전주의’와 결합된 지역경제협력은 매우 활발하게 이루어진다. 아세안의 발전주의적 지역개발협력은 성장을 통한 개발격차 해소를 주요한 과제로 삼는 한편, 역내 준지역의 물리적 연계를 중심으로 한 발전주의적 공간을 형성하고자 한다. 해양부아세안의BIMP-EAGA와 대륙부아세안의 GMS로 대표되는 발전주의적 공간은 글로벌가치사슬로의 연계, 접경지대를 중심으로 한 인프라 구축을 주된 목적으로 한다. 이 과정에서 개발재원의 필요성, 역외행위자들과의 이해관계, 그리고 아세안 방식의 유연성 등이 결합되어 아세안의 지역개발협력은 다층적이고 역외의존적인 특성을 나타낸다. 아세안 지역개발협력의 이러한 특징은 아세안 지역의 개방성과 활력을 보여줌과 동시에 아세안이라는 공간에대한 역내·외적인 경쟁과 그로 인한 분절가능성을 동시에 내포하게 된다

영문 초록

This study examines the characteristics of ASEAN Regional Development Cooperation by examining the aspects and causes of external dependence and multilaterality of ASEAN Regional Development Cooperation. ASEAN’s regional development cooperation based on the ASEAN way, which makes decisions through informal discussion process, is characterized by state-leading developmental regional cooperation. In this context ASEAN has weakly bounding structure on the social agenda, while regional economic cooperation combined with “developmentalism” in member countries is very dynamic. On the ond hand ASEAN’s developmental regional development cooperation focuses on narrowing the development gap through economic growth, on the other hand pursuing a developmental spaces centered on the physical linkage of regional subregions. The building of developmental spaces represented by BIMP-EAGA of maritime ASEAN and GMS of continental ASEAN appears in the form of linkage to global value chains and infrastructure construction centered on border areas. In this process, Combined the need for development financing, interests with external actors, and flexibility of the ASEAN way, ASEAN’s regional development cooperation has a multi-layered and external dependent characteristic. This feature of ASEAN Regional Development Cooperation demonstrates the openness and vitality of the ASEAN region, and at the same time implies internal and external competitions for the ASEAN spaces and also the possibility of its fragmentation.
