국문 초록

본 연구는 어떻게 터키가 전 국민의료보험을 실시하게 되었는지 설명하는데 그 목적이 있다. 기존의 터키의 의료보험제도는 공공기관, 사무직 노동자 또는 일부 자영업자들에게 초점이 맞추어져 있었으며, 비정규직 근로자들은 공식적인 사회보장제도에서 제외되어 있었다. 2002년 정의개발당이 정권을 잡으면서, 정의개발당은 그들의 주요 지지자들인 비정규직 근로자들을 포함하여 기존의 의료보험제도를 하나로 통합하는 새로운의료보험 제도인 ‘Health Transformation Program’를 실시하고자 하였다. 그러나 새로운 의료보험 제도는 의료계, 주요 노동조합들과 야당에 강력한 반대에 부딪혔다. 의료계는 새로운 의료보험 제도가 의료인들의 일자리 안정성에 부정적인 영향을 끼칠 것으로 생각했고, 야당과 노동조합은 새로운 의료보험 제도가 비정규직 노동자들을 포함시킴으로 해서 의료보험의 재정적 위기를 초래하여 정규직 노동자들의 부담이 커질 것으로 내다봤다. 이러한 이유로 정규직 노동자들의 지지를 받고 있는 야당과 정규직 노동자들을 조합원으로 두고 있는 각 노동조합들이 반대 입장에 섰던 것이다. 그러다가 이슬람의 이데올로기를 내세워 노동운동을 펼쳤던 노동조합연맹(HAK-İŞ)이 이슬람 정권을 내세운 정의개발당이 정권을 잡자 태도를 바꾸어 새로운 의료보험 제도에 찬성하기시작했다. 정의개발당은 그에 대한 보답으로 HAK-İŞ가 노동조합을 늘리고 정치권에서힘을 발휘할 수 있도록 일부 노동자들을 강제로 HAK-İŞ에 가입하도록 하였다. 이렇게공생관계를 형성한 정의개발당과 HAK-İŞ는 노사정협의회인 ‘Social Dialogue’를 통해성공적으로 새로운 의료보험 개혁을 이끌 수 있었다

영문 초록

This research explains how Turkey has achieved universal health care. After the Justice and Development party(AKP) seized power in 2002, it tried to enforce the new healthcare program, the Health Transformation Program to compensate its central electoral base. Yet the medical personnel and main trade unions — TÜRK-İŞ, HAK-IŞ, and DISK strongly opposed the reform. The health-related workers recognized the newly implemented program would jeopardize their job security while the main trade unions tried to protect their union members that consisted of formal workers. Yet HAK-IŞ and the government had affinity each other in that both shared the same ideology — Islam. After AKP came into power, HAK-IŞ took advantage of the affinity and took AKP s side, in return the AKP helped HAK-IŞ to enlarge its power and members by forcing workers to enroll HAK-IŞ members. Based on the symbiotic relationship between the two, the health care reform could be enforced throughout Social Dialogue among the government, the employer and the employees
