중국 정부의 기업 보조금과 글로벌화가 기업간 소득 불균형에 미치는 영향

국문 초록

본 연구에서는 선전(Shenzhen) 증권거래소와 상하이(Shanghai) 증권거래소에 상장된 중국 기업을 대상으로 모두 19,493개의 관측치를 사용하여 최적합 모형으로 고정효과 패널모형을 사용하여, 정부보조금 및 글로벌화의 영향을 지역별로 구분하고, 당해연도 및 이후 5개년에 걸친 장기 효과를 진단하였으며, 그 결과를 요약하면 다음과 같다. 첫째, 중국 정부의 보조금 비율은 종속변수인 성(省)별 기업 지니계수에 대하여 전체지역 기업과 동부 해안지역 기업 및 중부 내륙지역 기업에 유의한 음(-)의 영향을 주었다. 둘째, 중국 정부기업의 글로벌화는 전체지역 기업과 동부 해안지역 기업 및 서부 내륙지역 기업에 있어서 종속변수인 성(省)별 기업 지니계수를 유의하게 감소시키는 것으로 나타났다. 셋째, 동부 해안지역 기업의 글로벌화는 해당 지역 기업간의 소득 불균형 문제를 완화하는 효과가 있음을 알 수 있다. 넷째, 중국 기업의 수출은 지니계수에 의하여 측정된 기업 소득 불균형에 통계적으로 유의하지 않은 영향을 미치는 것으로 나타났으며, 외국으로의 해외직접투자는 기업의 소득기준 불균형을 심화시키는 요인으로 작용하고 있음을 밝혀내었다. 다섯째, 이러한 영향이 전체적으로 3년 내지 5년 등 장기간에 걸쳐 그 효과가 지속되고, 방향성이 일치함을 보였다.이러한 결과는 중국 기업에 대한 보조금과 글로벌화 정책이 적어도 소득 불균형 해소 측면에서 일관성 있는 효과를 거두고 있음을 알 수 있다. 본 연구는 소득 불균형을 중국 지역별 연도별로 기업 기준의 소득불균형에 대하여 상대적 지니계수로 측정한 최초의 시도이며, 기업단위 지니계수를 이용하여 지역과 성, 그리고 기업의 소득 불균형의 심화 내지 완화여부를 당해연도 뿐만 아니라 장기적 관점에서 측정하였으며, ‘경제발전이 소득 불균형을 가속화한다’는 경제학이나 소득분배론 등에서의 기존학설이나 주장에 반대되는 실증분석 결과를 제시하였다.

영문 초록

In this study, we investigated the effects of government subsidies and globalization on the firm-level income inequalities in China. We used fixed effects panel model with 19,493 year-firm sample data of the firms listed on the Shenzhen and Shanghai stock exchanges and analyzed the effects in the corresponding year and the long-term effects for the five forthcoming years. The conclusions are as follows. Firstly, The ratio of Chinese government subsidies had significant negative effects on the firms in the east coastal region and central inland region with respect to individual provincial firm Gini coefficients. Secondly, The globalization of government related firms had significant negative effects on the firms in the east coastal region and the west inland region with respect to individual provincial firm Gini coefficients. Thirdly, the globalization of the firms in the east coastal region had the effect of mitigating the income inequalities between the firms within the corresponding region. Fourthly, the exports of the Chinese firms turned out to have trivial effects on the income inequalities of the firms in terms of Gini coefficients and outward FDI turned out to accelerate the income inequalities of the firms. Fifthly, the effect mentioned above seems to last for three to five years and to remain consistent. From these results, we can see that the government subsidies and globalization policies of China had consistent effects of mitigating the income inequalities of the firms. Our study provides implications for economic policy makers to improve economic inequalities through hosting firms in their regions even by providing subsidies for economic growth and wellbeing of the residents in their territory for exporting firms and inward FDI firms, rather than outward FDI firms.
