국문 초록

1995년, 국제사회가 대북지원을 시작한 이래로 22년 이라는 긴 세월이 흘렀다. 특히 국제사회의 대북지원은 우리 정부가 남북한 정치군사적 이유로 인해 대북지원에 소극적이었던 시기(1995년부터 2000년 남북정상회담 이전 시기와 2008년부터 2016년까지) 북한에 대한 생명선 기능을 담당하는 등 유의미한 기여를 한 것으로 평가된다. 하지만 국제사회의 직접 및 유엔기구를 통한 대북지원의 규모, 분야, 효과성 등에 대한 분석은 정책 및 학술적 측면을 막론하고 부재하였다. 본 연구는 신뢰할 수 있는 통계 프로그램을 바탕으로 국제사회의 대북지원 규모를 추적한 최초의 연구이며, 이들 자료를 바탕으로 분야별 특징과 그 의미에 대한 분석을 시도하였다. 결과적으로 유엔기구의 대북지원은 북한의 인도주의 상황 완화, 북한 내부의 상황에 대한 정보 축적, 북한 당국자들의 국제사회의 원칙과 접근법에 대한 학습 등 유의미한 기여가 가능하였던 것으로 평가 할 수 있다. 이러한 긍정적 기능을 고려하고 최근 남북정상회담과 북미정상회담의 평화적 기류를 감안하여 우리 정부는 대북지원에 있어 이들 국제사회 유엔기구들과 협력사업을 적극 모색할 필요가 있음을 정책적 함의로 제시한다.

영문 초록

Assistance to North Korea by international community that started in 1995 has been continuing over the last two decades. Overall, the international community’s assistance between the years of 1995-2016 played a significant role as a lifeline for North Korea while South Korea has been passive in doing so due to various political and military issues in the years of 1995-2000 and 2008-2016. Nevertheless, the analyses on volume, sector and efficiency regarding international community’s aid to North Korea in both direct and indirect means, or through the United Nations, have been under-researched. Previous research left much to be desired, this research, based on the credible data, traced the volume and content of international community’s assistance to North Korea and tried to reveal the significance and rationale of it. In this regard, the article argues that UN assistance to North Korea has contributed to a variety of areas such as; improving North Korean domestic humanitarian circumstances, accumulating a local information and unearthing North Korean officials’ perception and approach on international community. In light of such constructive roles played by international community through the UN, the research suggests ROK government to cooperate with the United Nations in engaging future aid missions to North Korea.
