국문 초록

동북아안보복합체는 체제와 단위국가들을 잇는 지역단위의 상호의존적 구조로서 구조 내에는 미⋅일⋅중⋅러와 남북한이 혼재되어 있는데, 지리적 근접성, 적대/우호의 경험 축적, 군사력 응집 및 패권 추구, 경제적 의존 및 공존 관계 심화, 문화의 혼재, 초국가적 환경문제와 문화 교류의 확대 등이 작용되어 형성되었다. 동북아안보복합체의 안보는 정치·군사·경제·사회·환경분야로 구별되며 상호작용을 하는 관계다. 지역 국가들 간에는 갈등해결 기제가 미흡하고 상호공존에 대한 경험이 부족한 상태에서 강대국들이 자국우선주의에 몰입하고 있어서 EU 등을 창출한 유럽의 성숙한 상태와 달리 미성숙 상태로 파악된다. 미성숙은 지역국가들의 정체성 미정립과 우호의 경험 부족, 체제/지역단위의 역할 및 문제의 혼재, 그리고 불안정한 진영의 대립 고착화에 기반한다. 동북아안보복합체의 하부구조인 한반도는 복합체의 영향을 받고 있어서 분단구조 해결 및 비핵화의 추진에 어려움을 겪고 있다. 따라서 남한은 구조의 전반적인 성숙도 향상이 한반도의 안보에 도움이 된다는 인식 하에 북한의 배타적/적대적 행위의 중단을 유도해야 할 것이다.

영문 초록

The Eastasian security complex(ESC) is the linking framework between the system and the units(states), based on the geographical coherence, the pattern of amity and enmity among states through the historic dynamics, and the distribution of power. In the ESC, member states are the US, China, Japan, Russia, and the two Koreas. Furthermore, in the ESC, there are two subsystems as both the northern and southern allied triangles, and, the Korean peninsula as the local subsystem. The main characteristics of the ESC is interdependence, related with its security, which has five sectors of politics, military, economy, society, and environment. The ESC has also been analyzed as being immature, regarding the mature EU. The 3 main reasons are considered as follows; (1) the lacks of regional identity and the amicable experience in the history, (2) the complexity of the role in dealing with the issues, and (3) the unstable situation of confrontation between the northern and southern allied triangles. Under the above circumstances, the Korean peninsula has suffered in solving the regional problem, especially the North Korean problems. Therefore, South Korea should make efforts both in shaping the maturity of the ESC and in helping North Korea’s interdependence in the ESC.
