국문 초록

2017년 제3차 북핵위기 상황에서 한반도를 둘러싼 동북아 국제정세는 매우 복잡하게 형성되고 있다. 동북아 국제관계는 세력균형에 의해 움직이고 있고 자국의 이해관계에 따라 다양한 대외정책을 통해 ‘이익의 균형’을 모색하고 있다. 본 논문은 냉전이후 중국과 러시아의 한반도정책을 살펴보고 북핵과 사드문제에 대한 대응을 고찰함으로서 이들 국가의 한반도에 대한 대외정책이 세력균형을 기반으로 결정됨을 증명하고자 한다. 중국과 러시아는 미국에 비해 다소 열세적인 군사, 경제력으로 인해 한반도의 현상유지와 세력균형을 지지하는 것으로 보인다. 북한의 붕괴보다는 동북아의 일원으로 현상유지를 지지하고 6자회담을 통한 북핵문제 해결을 제시함으로서 동북아에서 미국과 이익균형을 유지하려고 한다. 중국과 러시아의 국가이익과 미국과의 세력균형, 이익균형을 위한 대외정책을 고찰함으로서 한반도 주변정세를 보다 근본적으로 이해하고 이러한 인식을 기반으로 한국의 신정부는 대응방안을 모색해야 할 것이다.

영문 초록

With the third threat of North Korea’s nuclear weapons in 2017, the international state of affairs in Northeast Asia around the Korean Peninsula has become very complicated. The international relations of Northeast Asia are shifted by the balance of powers, seeking the ‘balance of benefits’ through various international policies according to the interests of each country. This study was conducted to examine the Korean Peninsula policies of China and Russia since the Cold War and their responses to the North Korea’s nuclear weapons and THAAD to prove that their international policies for the Korean Peninsula are determined by the balance of Powers. China and Russia seem to support the Korean Peninsula’s current condition and balance of powers due to the military forces and economic grounds somewhat inferior to those of the U.S. They intend to maintain balance of interests with the U.S. in Northeast Asia by supporting North Korea’s existence as a member of Northeast Asia and suggesting settlement of North Korea’s nuclear weapons through 6-party talks. Therefore, the new administration of Korea should examine China’s and Russia’s international policies for local benefits and balance of powers and benefits with the U.S. for better understanding of the circumstances around the Korean Peninsula and responses accordingly.
