국문 초록

민주화와 세계화를 거치며 민족주의, 국가주의 중심의 기존 통일론이 한계에 직면하고 있다. 통일을 보편가치의 한반도 구현으로 정의하는 대안적 통일 담론이 필요하다. 이 글은 기존 통일론을 평가하면서 그 특징과 문제점을 도출한 후, 보편주의 통일론을 그 제기 배경과 방향으로 나눠 대내, 대외, 남북관계 등 3차원에서 다룰 것이다. 이어 보편주의 통일론의 바탕으로서 인권⋅민주주의 친화형 남북관계의 상을 그려보고 그것을 구체화 할 수 있는 환경 조성 및 정책 대안을 각각 3차원에서 논의할 것이다.

영문 초록

Since the trend of democratization and globalization around the world from the late 1980s, nationalistic and statist discourses of unification in South Korea have reached its highest limit. It is necessary to explore an alternative discourse of unification that defines the unification as realizing universal values on the Korean Peninsula. This study is to draw out the limits and problems of the existing discourses of unification, and then to discuss the background and directions of universal discourse of unification in three dimensions-domestic and international dimension, and North-South Korea’s relations. Before concluding, the author will describe a vision of human rights-democracy friendly relations between the two Koreas and propose policy tasks actualizing the relations in the three dimensions as well. For human rights-democracy friendly relations between the two Koreas, which is a foundation for a universal unification, to be realized, South Korea has to promote a comprehensive unification policy that would match unification diplomacy, domestic policy with North Korea policy.
