미·중관계의 변화 전망과 북한의 ‘자주적 생존전략’의 미래

국문 초록

북한의 대량살상무기 개발은 내부적으로 경제난 극복을 더욱 어렵게 만들고 있다. 북한정권이 경제문제의 심각성을 알고 있음에도 그러한 선택을 한 것은 자주성을 토대로 생존의 길을 모색하려는 ‘자주적 생존전략’에 기인한다. 이 전략의 핵심은 북한이 동북아지역에서 자신의 전략적 가치를 높임으로써 외부로부터의 경제지원을 비롯하여 안정적인 체제유지 및 발전을 도모하는 것이다. 이러한 전략의 성공은 동북아지역에서 미국과 중국의 경쟁 및 세력균형 여부에 달려있기 때문에 북한은 대량살상무기 개발을 통해 동북아 질서에 혼란을 초래하고 미⋅중경쟁을 더욱 부추기려 한다. 따라서 본 논문은 탈냉전기 미⋅중관계의 흐름을 개괄적으로 살펴보고, 미⋅중관계 변화를 ‘수정 신현실주의’ 시각에 입각하여 전망함으로써 자주적 생존전략의 미래를 예측한다. 요컨대 미⋅중간 경쟁구조가 조만간 종식되지는 않겠지만, 다자주의적 방식에 따른 경쟁이 예상되며, 나아가 한반도 평화와 안정이라는 큰 목표가 포기되거나 후순위로 밀려날 정도로 양국갈등이 심화될 가능성은 당분간 예상하기 어렵다. 따라서 북한의 자주적 생존전략은 결코 성공하기 쉽지 않으며, 오히려 내부적인 체제모순과 균열을 가속화시키는 결과들을 점차 낳게 될 것이다.

영문 초록

North Korean regime is economically more and more in great trouble just because of its WMD program. Its option for the WMD, although the regime knows the seriousness of its economic difficulties, is due fundamentally to a strategy of independent survival, which pursues preserving North Korean system without any political influence of great powers. This strategy aims basically not only to contrive a stable system maintenance and development but to ensure an foreign economic aids through enhancing its strategic value in the Northeast Asia. Whether it will succeed or not depends on consistency of Sino-US rivalry and its balance of power in the Northeast Asia. Therefore, developing the WMD, North Korean regime is trying to cause regional disorder and to stir up the Sino-US rivalry. In this context this paper, recapitulating Sino-US relationship in the post-cold war era and speculating course of its changing relationship on the basis of the modified neorealist theory, attempts to predict the future of the North Korean strategy. Namely it is to say that the Sino-US rivalry will not end sooner or later, but they would compete more and more in multilateral way and furthermore their rivalry would not be so deepened that their existing consensus on preserving peace and stability on the Korean Peninsula could be abandoned. It is therefore very difficult for North Korean regime to attain its strategic goals. The regime will rather suffer from the systemic contradictions and social cleavage which are acceleratingly caused by the strategy.
