‘산둥반도 남색경제구’ 건설 과정에서 중국 산둥성 정부의 역할

국문 초록

본 연구는 중국의 지역경제발전에서 산둥성정부가 어떤 역할을 수행했는지를 ‘산둥반도 남색경제구’ 건설 사례를 중심으로 분석하였다. ‘남색경제구’ 건설 계획은 중국의 해양경제 육성의 필요성에 따라 2009년부터 시작되었고, 2011년에 국가급 개발 계획으로 격상되었다. 이 과정에서 중앙정부는 지역경제발전에 대한 지원자 및 조정자 역할을 수행하고 있고, 산둥성정부는 토지 공급, 재원 조달, 인프라 조성, 조세, 금융 등의 분야에서 적극적인 지원을 아끼지 않았다. 특히 산둥성정부는 ‘남색경제구’ 건설을 통해 단순히 산업단지 건설을 통한 지역경제 발전을 추구하는 것이 아니라, 중앙정부와의 연계 협력을 통해 첨단 해양산업단지의 클러스터 조성, 산 학 연 연계를 통한 Ｒ＆Ｄ 네트워크 구축, 인접한 도시⋅지역과의 연계 활성화 등을 통해 지속가능한 발전을 도모하고 있다.

영문 초록

In this research, what kinds of Shandong Provincial People’s Government have played for local economic growth are analyzed with focus on the case of Shandong Peninsula Blue Economic Zone. The initial plan for establishing ‘Blue Economic Zone’ was made due to necessity of developing a marine economy of China in 2009 and the plan was upgraded to a national development plan in 2011. In this process, the central government has supported the local government and become a coordinator and Shandong Provincial People’s Government has had spared no efforts to proactively support enacting the plan in providing land, human resources, and technology, financing, building infrastructure, and taxing. Especially Shandong Provincial People’s Government does not only pursue a local economic growth through construction of an industrial complex but also promote a sustainable growth by building a high-tech ocean industry cluster and R&D network through industry-academy-research cooperation and encouraging connection with adjoining cities and regions.
