국문 초록

재일한인 사회의 구심점 역할을 하고 있는 민단, 조총련, 재일한인회의 네트워크 특징은 첫째, 이념적 요인의 작용으로 단체 간 교류는 제한적이었다. 둘째, 민단과 조총련은 재일한인 단체 중심의 편향된 네트워크였지만, 재일한인회의 네트워크는 일본의 상업단체, 시민사회단체에 집중되어 있었다. 셋째, 한․일 양국의 갈등을 완화시킬 수 있는 네트워크 구축에 전념하고 있었다. 넷째, 일본의 역사 교과서 왜곡, 독도 주장에 대해 일치단결된 대응 네트워크를 구축하였다. 다섯째, 민단과 조총련의 한민족연대는 해외동포 간 협력의 모색, 한반도 통일, 다문화 공생을 목적으로 개최되고 있었다. 단체 간 강한연대에 영향을 미치는 요인은 이념적 동질성, 편익의 증대, 단체 설립목적과 활동의 유사성 등이었으며, 형식적 교류와 단체의 대표성 문제는 약한연대의 형성에 영향을 미치는 요인이었다. 민단, 조총련, 재일한인회의 네트워크 발전을 위한 정책적 함의는 첫째, 편향된 네트워크를 탈피하여 지역의 외국인단체 및 정부기관과의 교류 확대에 노력해야 한다. 둘째, 재일한인 시민사회단체와의 네트워크 확대를 모색하여야 한다. 셋째, 단체 간 강한 연대의 구축을 위해 교류의 지속성과 신뢰성이 요구된다. 넷째, 민족적 동질성을 토대로 초국가적 연대망을 형성하려는 한민족공동체의 강화를 위해 재일한인들의 민족 정체성 유지, 재일한인 단체 간 공고한 유대의 구축, 재외동포 사회의 교류 촉진, 한반도 통일의 기반 조성 등에 적극 협력하여야 한다.

영문 초록

The 3 major features of network formed by Mindan, Chongryon and Haninhoe, which still play pivotal roles in Korean society within Japan, can be outlined as follows: First, it was found that group-to-group exchanges are carried out just in limited areas due to residual influences of ideological factors. Second, it was found that Mindan and Chongryon are somewhat biased social network driven by local Korean bodies in Japan, while the social network of Haninhoe are converged on commercial and civil society groups in Japan. Third, it was found that these three major local Korean bodies in Japan are committed to building up possible networks to alleviate historical conflicts between Korea and Japan. In particular, it was found that possible factors influencing strong solidarity among those local Korean bodies included ideological identity, increasing benefits and similarities in the establishment motto and activities of local Korean body, but formal exchanges and group representation had effects upon weak formation of solidarity among local Korean bodies. The policy-level implications of this study for network development of Mindan, Chongryon and Haninhoe can be suggested as follows: First, it is required to make efforts to extend exchanges with local foreign bodies and government authorities beyond conventional biased networks. Second, it is necessary to explore forming networks with local Korean civil society groups in Japan. Third, it is required to keep multilateral exchanges in favor of building up strong solidarity among local Korean bodies in Japan.
