국문 초록

중국에서 전개되고 있는 세계화에 대한 본격적인 담론은 1990년대 이후 부터 다양한 각도에서 이루어지고 있다. 이 글은 이념적 성격에 따라서 중국의 학파를 ‘자유주의’, ‘민족주의’, ‘신좌파’ 로 유형화하여 중국의 세계화 인식을 분석하려고 한다. 중국 정부는 세계화 수용에 관한 인식과 태도를 입체적으로 보여주고 있다. 중국의 세계화 수용 조치는 대체적으로 경제와 정치 분야로 나눠서 살펴 볼 수 있는데, 경제적으로는 지속적인 발전을 담보할 수 있는 안정적 메커니즘의 구축을 들 수 있으며, 정치적으로는 국가 경쟁력 강화를 위한 체제 개혁으로 요약된다. 중국의 세계화 참여는 중국정치 발전에 새로운 환경을 마련하였다. 중국은 ‘중국특색’을 내세우면서, ‘민족화’ 의 강조와 함께 민주, 자유와 같은 보편적 가치를 제한적으로 수용하고 있다. 중국의 정치체제 개혁은 ‘정치의 민주화’, ‘정치의 법치화’, ‘정치개혁의 안정화’로 특징지을 수 있다. 이러한 개혁은 국가의 안전유지, 국민 청치참여 통로의 확대, 정부기구의 기능 전환, 그리고 법․제도화의 정비 등 여러 영역에서 성과를 거두었다. 그러나 이러한 ‘최소교란원칙’으로 추진된 ‘정부주도형’ 개혁은 여전히 많은 과제들을 안고 있다. 이러한 과제는 중국 공산당 지도 및 집권 방식에서의 ‘쌍궤제’(雙轨制) 극복 및 인민대표대회 제도의 문제점 극복으로 요약될 수 있다.

영문 초록

Ever Since 1920’s, the issue of globlization has been heatedly discussed in Chinese ideological sphere. The “liberalism” “nationalism” “new left-wingers” are categorized as different schools according to the ideological features in this article, which also analyzes the various views of the different schools in terms of globlization. Chinese government’s absorbing alternative views maintains the nation-centered charateristics in term of globalization. China’s joining the globalization can be viewed from economical and political aspects, in which economicaljoining guarantees construction of China’s development mechanism, the political joining focuses to maintain the political reform system and which also provides the environment for China’s political development. The features of China’s political reform against the backdrop of the globalization can be understood from the following perspectives: democratization and regulation of politics as well as the guaranteeing the security of the reform. This kind of reform results in a tremendous achievement in guaranteeing the national security, broadening citizens’ participating political affairs and transferring the government’s function. However, this limited reform exposes unsolved problems in the dual system of the Party and government as well as People’s Congress System.
