국문 초록

미국과 소련이라는 두 초강대국 중심의 양극체제가 종식되고 난 후 유일 초강대국으로 남게 된 미국 중심의 단극체제의 특징과 지속 여부를 둘러싸고 국제정치이론가들 사이에 논쟁이 벌어졌다. 이 논쟁은 탈냉전 시기 여타 국가들보다 국력 지표의 모든 면에서 압도적인 우위를 갖게 된 미국의 제국적 위상에 초점을 맞춘 것이 아니라 미국의 잠재적인 경쟁 국가들에 초점을 맞춤으로써 불안정한 단극체제가 언제 다극적 질서로 바뀔 것인가 하는 점에 집중되었다. 그러나 미국의 단극체제에 도전할 수 있는 세력균형정책을 추진할 의지와 능력을 갖춘 국가가 등장하기 어렵다는 사실이 분명해지고 9․11테러를 계기로 하여 미국의 제국적 위상이 분명하게 드러남으로써 21세기 미국 제국 등장의 국제정치적 영향을 평가하려는 논의가 국내외에서 활발하게 전개되고 있다. 이 글은 21세기 미국 제국의 특징을 설명하기 위한 발판을 마련하기 위해 제국 개념사에 대한 분석을 통하여 제국 개념을 정의하고자 한다. 로마에서 사용되기 시작한 제국 개념이 어떻게 일본을 통해 동양에 수용되는지는 분석하고, 패권과 제국의 개념적 차이점을 설명할 것이다. 다음으로 이 글은 미국 제국의 등장 배경과 특징을 지적하고자 한다. 미국 연방헌법, 두 번에 걸친 세계대전과 냉전을 통해 미국 제국의 등장 배경을 설명할 것이다. 나아가 이 글은 미국 제국의 등장이 국제정치에 미치는 영향에 대해서 분석한다. 21세기 국제정치현실은 전근대 국가군, 근대 국가군, 탈근대 국가군으로 나누어졌다. 파탄국가와 불량국가가 속한 전근대 국가군에 대한 미국의 개입 과정에서 21세기 미국 제국의 특징이 가장 잘 드러난다는 점을 지적할 것이다.

영문 초록

The end of the Cold War has brought about the end of the bipolar system between the United States and the Soviet Union. The emergence of the unipolar system ignited the debate among international relations theorists on what the characteristics of the unipolar system are and how long American unipolarity will persist. The debate focused on the potentiality of competing powers to explain the transition to multipolarity rather than the imperial stature of the United States with unrivaled power. It is confirmed that there does not exist any power to balance against the United States in terms of intentions and capabilities. The 9․11 terror brought the American imperial status in relief and led to lively discussion on the impact of American empire on international political order. This article seeks to trace back to the development of the concept of empire to lay a theoretical foundation for the definition of empire. The concept appeared for the first time in Rome and was accepted and translated by Japanese. A distinction is to be made between empre and hegemony. The article explains the background and developmental process of American empire with emphasis on the characteristics of U.S. Constitution, the two world wars, and the Cold War. This arcticle analyzes the impact of American empire on international politics. International political reality in the 21st century is divided into pre-modern, modern, and post-modern states. The nature of American empire is the most prominent in its military intervention in the pre-modern states which consists of failed and rogue states.
