국문 초록

이 연구는 왜 소위‘강한’권위주의 국가가 대기업들에 대한 통제를 유지하면서 금융체계의 시장지향적인 개혁(금융자유화)을 달성하지 못하였는가라는 수수께끼에 대한 해답을 제시할 것이다. 권위주의정부 하에서는 경제적으로 합리적이기 보다 정치적으로 합리적인 금융정책 선택이 국내 금융자유화의 과정에 제동을 걸었다. 여기에 관련된 정치적 이익은 경제조정을 위한 경제비용과 정권안보를 위한 정치적 비용을 동시에 해결할 목적으로 대기업에 대한 국가의 금융통제를 복원하는 것이었다. 국가와 대기업 사이의 권력관계의 변화, 다시 말해서 대기업에 대한 정부의 통제능력의 약화는 금융체계를 자유화하거나 정치화하는 데에 영향을 크게 미쳤다. 사례분석의 결과로 볼 때에, 한국의 전두환 정부는 금융자유화를 향한 개혁에 실패하여 국가통제 하의 정치화된 금융체계에 의존하는 정경유착을 기반으로 하는 국가－대기업의 지배연합으로 되돌아갔다.

영문 초록

This study is to solve the puzzle of why the so-called ‘strong’ authoritarian state failed to achieve a market-oriented reform of financial system(domestic financial liberalization) by restricting big business dominance. Politically rational financial policy choices under the authoritarian regime had greatly affected the process of domestic financial liberalization. The involved political interests were to recover the state s financial power over big business firms with a view toward solving both economic costs for economic adjustment and political costs for regime security. Fluctuating power relationships between the state and big business had greatly influenced the process of liberalizing and then politicizing the financial system. Thus, the authoritarian government failed to realize the financial reform and returned to a collusive state-big business governing coalition by means of a politicized financial system.
