국회 입법지원체제의 개편 방향과 과제

국문 초록

국회가 대 행정부 및 정당과의 관계에서 기관 독자성과 자율성을 회복하기 위해서는 분야별 전문지식과 관련 정보를 확보하는 일이 필수적 과제다. 이를 위해 국회는 현재 시민사회와의 연계 및 투입정보를 수집하고 제공하는 지식정보처, 사실과 데이터의 자료를 수집 분석해서 국회의 전환과정을 지원하는 입법조사처, 산출된 정책의 내용을 법률의 자구와 체제를 빌어 구체화 하는 법제기술처, 국회가 제시한 정책이 입법의도대로 집행하고 있는지의 여부를 확인하는 정책평가처, 그리고 행정사무관리 지원 업무를 담당하는 사무관리처 등을 필요로 한다. 상임위원회 수준에서는 위원회 지원 입법관료를 정당별 풀(pool)제 시스템으로 개편하는 대신 개편하는 대신 교섭단체 지원 수준에서는 국회의원 보좌관을 정책 보좌관과 지역구 담당 보좌관으로 구분하고 충원 자격에 일정 기준을 명시할 것이 요구된다.

영문 초록

It is an imperative for the legislatures to be provided with informations and professional expertise in their process of bill examinations to get institutional independence and autonomy against the executive and political parties as well. In order to meet such institutional needs, it is required for the Korean National Assembly to establish five different supporting agencies: knowledge and information office for networking and linkage informations with civil society, legislative research service office for fact and data collection and analysis, bill drafting service office, policy evaluation office for program and policy evaluation of the executive, and administrative and maintenance office for general management services. For the standing committees, it is necessary to reform the current committee supporting staffs to party based pool staffing system and to scratch negotiation group policy staff. For the individual member’s staff, it is required to promote further functional division of the current staff system into policy staff and constituency staff and to regulate basic qualifications for recruitment.
