국문 초록

연구목적: 본 연구는 HDP 넥서스 이행에 있어 ‘평화’의 정도(degree)에 따라 인도적 지원과 개발협력의 연계가 다름에 주목한다. 특히 평화유지군(PKF, Peacekeeping Force)의 활동이 인도적 지원과 개발협력과 어떻게 연계될 수 있는지 그 가능성을 탐색하고자 한다. 연구의 중요성: 국제사회에서 논의되고 있는 HDP 넥서스 접근의 중요성에도 불구하고, HDP 넥서스에 대한 실증 사례연구가 부족하다. 또한 국가별로 평화의 정도가 다르기 때문에 이에 따른 인도적 지원과 개발협력 활동을 평화 조건에 의해 면밀히 분석할 필요가 있다. 본 연구는 구체적으로 남수단의 분쟁 상황하의 PKF 활동과 필리핀에서의 국방협력을 살펴보며, 이를 HDP 넥서스의 실증 사례로 설명한다. 연구방법론: HDP 넥서스에 대한 국내외 선행연구를 비롯하여 관계자 심층인 터뷰 방법을 병행하였다. 연구결과: 남수단의 경우 무력 충돌 상황에서 사회 안정 및 인도적 지원을 위한 평화유지군 활동이 시행되었으며, 필리핀의 경우 자연 재해 상황에서 인도적지원의 긴급구호 뿐 아니라 개발협력과 사회질서 안정을 위한 평화 활동이 이행되었다. 특히 이 사례들은 평화유지군 활동이 단순히 평화유지를 위한 목적 뿐 아니라, 인도적 지원과 개발협력의 연계 가능성을 보여주었다는 데 큰 의의가 있다. 결론 및 시사점: 본 연구는 HDP 넥서스 이행에 있어 평화의 중요성을 재확인하고, PKF가 HDP 넥서스 이행에 있어 하나의 대안으로 활용될 수 있음을 보여준다. 또한 인도적 지원과 개발협력 간의 시너지를 제고하기 위해 반드시 평화에 대한 다층적 접근 분석이 선행되어야 함을 강조한다.

영문 초록

Purpose: This study examines United Nations Peace Keeping Force (PKF) in South Sudan and the Philippines within the context of the Humanitarian aid-Development-Peace (HDP) nexus. Originality: Despite its importance in contemporary international relations and the humanitarian approaches, there remains a lack of empirical case studies on actual dynamics within the HDP nexus. This study analyzes humanitarian aid and development cooperation within a framework that recognizes differences in degrees of peace aimed for and attained by specific examples PKO s in a comparative perspective. Methodology: In-depth interviews were conducted with diverse stakeholders involved with PKF in the Philippines and South Sudan. These materials were then brought into conversation with existing research literatures on the HDP nexus. Result: The term HDP nexus actually encompasses a wide range of interstate dynamics, institutional arrangements, and strategies of intervention. In the case of South Sudan, this took shape in response to armed conflict, while in the case of the Philippines, PKO were implemented for post-disaster humanitarian relief and to foster social stability for development cooperation. Comparing and constrasting these two particular cases reveals the diversity and complexity of linkages between humanitarian aid, development cooperation, peacekeeping within what is commonly referred to as the HDP nexus. Conclusions and Implication: This study reaffirms the importance of peace in the implementation of HDP nexus and demonstrates the diverse range of ways in which institutional relations and multi-layerd dynamics can be configured within what is popularly referred to as the HDP nexus. It also highlights the importance or recognizing different degrees of peace in understanding specific intervention strategies in order to enhance synergy between humanitarian aid and development cooperation.
