국문 초록

연구목적: 본 연구의 목적은 최근 많은 지역이 지속가능한 위생 증진 기조에 따라 노상배변근절 목표의 달성 후, 노상배변으로 회귀하는 요인을 심층적으로 이해하는 것이다. 이를 위해 UN 지속가능 개발목표의 6번째 의제인 깨끗한 물과 위생의 중요성, 주민주도형 화장실 사업의 시행방식과 기대효과 등을 고찰한다. 궁극적으로 선행연구의 집중적 조망을 통해 회귀 요인을 행정, 경제, 교육, 환경 등의 관점에서 분석하고, 향후 의미있는 연구 과제의 방향을 제시하고자 한다. 연구의 중요성: 전 세계적으로 노상배변근절 달성 이후 노상배변으로 회귀하는 사례가 점차 증가하고 있는 추세나, 그 요인에 대한 선행 연구는 미비한 실정이다. 따라서 본 연구는 회귀 요인에 대한 선행 연구의 흐름을 정리하고, 향후 관련연구진행에 있어 발전 과제를 제시함으로써 21세기의 지속가능한 위생 개선을 달성하고자 한다. 연구방법론: 노상배변근절 달성 및 지속가능성, 주민주도형 화장실 접근법과 관련된 기존 선행연구 및 사례를 비교 분석하여 주요 연구결과를 도출한다. 또한, 관련 전문가와 심층 인터뷰를 통해 실증적 분석을 병행한다. 연구결과: 노상배변근절만을 목표로 했던 종래의 위생 개선 사업으로 인해, 노상배변으로 회귀하는 사례가 잇따라 발견되고 있다. 구체적으로 잘못된 노상배변근절 선언 기준과 검증과정, 부적절한 재정의 사용, 지속가능하지 않은 화장실설비 및 기술, 사회적 약자를 배제한 교육과 부정적 사회규범의 존재 등이 주요요소로 작동하였다. 결론 및 시사점: 노상배변근절 달성 후 노상배변으로의 회귀 문제를 타개하고 지속가능한 노상배변근절 달성을 위해선 적절한 위생 재정의 사용과 위생 시설의 유지 및 관리 기술 개발, 퇴비형 화장실 등 현지에 적합한 화장실 모델의 증대가 향후 연구 과제로 남아있다. 무엇보다 종래의 연구가 포스트 코로나 시대에 맞지 않는다는 점을 고려해보았을 때, 새로운 위생 패러다임의 연구와 개발이 가장 중요할 것으로 판단된다.

영문 초록

Purpose: The purpose of this study is to have an in-depth understanding of the factors leading many countries and regions to return to ‘OD(open defecation)’ status after reaching ‘ODF(open defecation free) status as the trend of an increase in sustainable sanitation is rising. Ultimately, the paper aims to provide factors in four areas, administration, economy, education, and environment and facility. It also provides knowledge on directions for post-ODF, limitations of prior research, and further developments needed. Originality: Although the return to OD after achieving ODF status is increasing worldwide, studies on its reasons are inadequate. Thus, this study summarizes the trends of prior studies on reasons to return to OD after achieving ODF and provides further related developments needed to be discussed to share important information on reaching sustainable ODF in the 21st century. Methodology: Studies related to ODF and sustainability and CLTS approach are compared and analyzed to draw reasons for the return to OD after reaching ODF. At the same time, the study carries out a concrete analysis through an in-depth interview with an expert in the field. Result: Cases on the return to OD are reported one after another due to approaches that focused on achieving ODF only. Faulty criteria and verification process for the declaration of ODF, inappropriate use of finances, unsustainable facilities and techniques in toilet construction, and excludes second-class citizens are found to be the main factors. Conclusions and Implication: To overcome the problem and to reach sustainable ODF, further studies on the appropriate use of sanitation finances, development of techniques to maintain and manage sanitation facilities remain to be done. Above all, considering how the existing studies were unsuitable for the post-COVID era, research and development on the new sanitation paradigm are considered important.
