주민참여예산제 운영현황과 발전방안 모색

국문 초록

교육행정의 현장에서는 주민참여예산제가 주민참여의 당위성만 남은 채 실효성이 떨어진다는 목소리가 나오고 있다. 이러한 문제의식을 바탕으로 본 연구는 시․도교육청의 주민참여예산제 운영현황을 분석하고 향후 발전방안을 제시하고자 하였다. 그동안 주민참여예산제에 대한 학계와 실무계의 논의는 참여를 강조하는 방향으로 이루어져왔으나, 선행연구를 통하여 주민참여예산제의 숙의과정 설계와 권한부여의 측면 역시 중요하다는 점을 도출하였다. 또한 주민참여예산제도가 난제에 대한 창의적 공동생산 기제로서 활용될 수 있는 가능성을 확인하였다. 시·도 교육청의 주민참여예산제 분석결과, 학생 및 지역주민 등의 참여는 그 중요성이 외면되어 왔으며, 실질적인 숙의과정이 생략되고 운영되었으며, 주민제안사업이 실제 예산에 반영되는 절차가 제대로 확보되지 않아 권한부여의 측면 역시 미진한 것으로 드러났다. 그러나 일부 교육청에서 운영하고 있는 주민제안사업들은 기존과 달리 숙의적 방식으로 설계되어 창의적인 사업들이 다수 발굴되고 있어 주민참여예산제가 ‘창의적 문제해결기제’로서의 가능성을 확인할 수 있었다. 이와 같은 분석 결과를 바탕으로 시·도 교육청 주민참여예산제도의 발전방향에 대해 의견을 제시하였다.

영문 초록

In the field of education administration, perceptions that participatory budgeting (PB), with only justification for participation, itself, is remaining, is ineffective are widely prevailing. This study aims to analyze education staffs’ perception of PB and the real-world operation in local education field. Based on the research result, this study suggests several institutional proposal for PB. Although discussions on the PB between academia and practitioner have been centered on participatory democracy or deliberative democracy, a communication dimension of PB, an importance of empowerment dimension is also drawn from prior studies. Several studies have also cleared the possibility of PB as a form of co-production. By analyzing staffs’ perception, results show participation of students and local residents has been neglected, subcommittees and regional meetings are rarely held in most of localities which means the environment of deliberation has not been properly created. Analyzing the operation of PB in local education, it was found that the contents of participation was not sufficiently reflected in the actual budget, meaning lack of empowerment. However, projects proposed by local residents were analyzed to be creative, confirming the possibility that residents can co-product a creative solution.
