환경 유해 보조금 연구 동향 분석

국문 초록

보조금 및 환경적으로 유해한 보조금 분야의 연구자들은 환경 유해 보조금의 지속적인 감축의 중요성에 대해 지적해 왔다. 다수의 누적된 문헌에 따르면, 환경 유해보조금 중 화석 연료 보조금의 환경적 위해에 대하여 알려져 있다. 특히 경제적, 사회적 성격을 가진 보조금의 일반적 감축으로 인해 파생될 수 있는 문제점을 지적하고 있다. 그러나, 화석연료보조금의 국내 외 현황과 정책적 변화로 인한 보조금 수혜 대상자의 경제적, 사회적 여건 변화에 대한 연구는 부족하다. 이 간극을 보완하기 위하여, 본 연구에서는 국내외 환경 보조금의 규정 방법, 정책적 변화, 보조금의 추정을 중심으로 현황 조사 분석 연구를 실시하였다. OECD 연구 자료 조사와 국내외 문헌 연구를 통해 얻어진 바로는 국내 환경 유해 보조금의 규모는 증가 추세 이며 2020년 이후 탈석탄 (화석연료) 지지 이후에 대한 연구는 부족한 것으로 나타났으며, 이는 과거 누적된 문헌에서 예측한 추세와 일치하고 있다. 더 나아가, 이 자료 에서는 현재 증가 추세에 있는 환경 보조금의 감축은 보조금 수혜자의 고려에 기반하여 동시에 진행되어야 한다는 것이 함께 확인되었다. 본 연구에서 조사한 현황 분석 자료들은 선행 연구들을 확증할 뿐만 아니라, 환경 유해 보조금의 분야를 연구 시 고려할 점을 더욱 정교화하고 있다. 게다가, 이 통찰은 보조금의 철폐 시 보조금 수혜 외면 자들에 대한 새로운 보조금의 발생에 대한 가능성을 제시하며, 다양한 문제들에 폭넓게 적용될 수 있다.

영문 초록

Researchers in the field of subsidies and environmentally harmful subsidies have pointed out the importance of continued reductions in environmental harmful subsidies. According to a number of accumulated literature, environmental hazards of fossil fuel subsidies are known among environmental hazards. In particular, it points out problems that can be derived from the general reduction of subsidies with economic and social characteristics. However, there is a lack of research on the status of fossil fuel subsidies outside the country and changes in economic and social conditions of those eligible for subsidies due to policy changes. To compensate for this gap, this study conducted a status survey and analysis study focusing on the methods of stipulating domestic and foreign environmental subsidies, policy changes, and estimates of subsidies. Based on the OECD research and the literature research at domestic and international, the size of domestic environmental hazard subsidies has been on the rise, and there has been a lack of research since 2020 on the back of the support of the fossil fuels, which is in line with the trend predicted by the accumulated literature in the past. Furthermore, the data also confirmed that the ongoing reduction in environmental subsidies should be carried out simultaneously based on the consideration of grant recipients. The status analysis data investigated in this study not only corroborates the preceding studies, but also further elaborates the points to be considered in the field of environmental hazard subsidies. In addition, this insight presents the possibility of the creation of new subsidies for those who turn away from subsidies in the event of the elimination of subsidies, and can be widely applied to various issues.
