집행부와 의회의 역량이 지방정부 성과에 미치는 영향 연구

국문 초록

본 연구는 지방정부의 성과(복지증대, 경제성장)에 영향을 미친 요인들을 규명하는 것을 목적으로 하였다. 이를 위해 2009년부터 2018년까지 17개 광역정부를 대상으로 실증분석한 결과, 복지증대의 경우 집행부 역량 중 단체장 선수가 통계적으로 유의미한 결과를 보이고 있으나, 지방의회 예산과 집행부 예산은 선행 연구의 통상적인 예측과 다르게 부정적인 영향을 미치는 것을 확인할 수 있다. 또한 경제성장의 경우 집행부 역량 중 예산이 정(+)의 방향으로 통계적으로 유의미한 결과를 보였으나 지방의회 예산은 오히려 부정적인 영향을 미치고 있었다. 이러한 인과 구조를 좀 더 면밀하게 들여다보기 위해 연구 대상인 광역 정부들을 성과 수준을 기준으로 하여 상위 25% 그룹과 하위 25% 그룹으로 분류하여 분석하였다. 그룹별 분석결과를 살펴보면, 복지증대 전체모형과 상위 25% 그룹에서는 의회와 집행부 역량이 복지증대에 부(-)의 효과를 보이는 반면, 하위 25% 그룹에서는 지방의회 예산이 복지증대에 정(+)의 효과를 보이고 있었다. 경제성장 하위 25% 그룹 모형의 경우 집행부 예산과 재정자주도가 높고 3선보다는 재선 단체장이 집권하고 있는 지역에서 경제가 성장할 수 있음을 확인할 수 있다.

영문 초록

In this study, we examined factors influencing the performance of regional governments (i.e., welfare improvement and economic development). In particular, we empirically analyzed the data from 17 Korean prefectural governments over the past 10 years (2009-2018). The results show that the capacity of the executive branch, especially governor’s electoral experience, has a significant effect, whereas budgetary factors of both the legislature and executive branches are negatively associated with welfare enhancement of the region as opposed to theoretical expectations. In addition, as for regional economic development, budget of the executive branch has a statistically significant and positive impact, while that of the legislative branch has a negative sign. In order to delve deeper into these findings, we conducted additional analyses on the top 25% and bottom 25% performance groups of prefectural governments. We found that, in the bottom 25% group, budget of local assembly has a positive relationship with welfare improvement, while it turns out to be negative within the top 25% groups and the whole population. Besides, with regard to economic development, the outcomes reveal that economic growth in the bottom 25% group can occur when their level of executive budget and financial independence are high, and the governor is in his/her second term rather than third term.
