국문 초록

본 논문은 경제적 측면과 민주주의적 측면에서의 정부의 역할을 기술하고자 하였다. 이를 위해 먼저, 경제적인 관점에서 시장실패와 정부실패 시 정부의 역할을 기술했으며, 다음으로 민주주의적 관점에서의 정부의 역할을 소극적 역할과 적극적 역할로 나누어 설명하였다. 민주주의적 관점에서 정부의 소극적(passive) 역할은 정부가 정부정책결정에 시민참여를 충분한 정도로 허용하고 이를 통해 정책결정과정 및 결과의 수정을 바람직한 방향으로 이끈다는 측면에서 칼포퍼의 점증주의 이론과 열린정부모형(OG)을 바탕으로 개념 및 논거가 정립되었으며, 관료가 관료제의 문을 열고 나아가 적극적으로 시민사회의 공동체 형성에 주요한 역할을 한다는 측면에서 공동체의 협력적 리더십(collaborative leadership)을 형성하는데 도움을 주는 역할을 민주주의적 관점에서의 정부의 적극적(active) 역할로 개념이 정립되었다. 결국 시장과 민주주의를 위한 정부의 역할은 어느 하나의 극단적인 선택이 아니라 거래(tradeoff)를 통해 역할이 형성된다고 볼 수 있다.

영문 초록

This article examines the government’s role both from economic perspectives and from democratic viewpoints. It first discusses the relationships between markets and the role of government from economic perspectives, and then explores the active role and the passive role of government from democratic viewpoints. In this article, two conflicting perspectives suggested by Friedman and Galbraith around markets and the government’s roles are addressed. Next, as a government’s passive role in strengthening democracy, this article examines the justification of citizen participation on the basis of Karl Popper’s incrementalism theory and suggests the Open Government Model (OG). OG can be defined as a government citizen’s constructive participation and critics are fully involved in government’s decision making processes. Finally, this article describes the government’s active role as helping community building and constructing collaborative leadership with communities.
