루만의 자기준거체계이론으로 본 2008년 인간광우병 파동

국문 초록

이 글은 2008년, 미국산 쇠고기 협상을 주도한 정부와 이 협상에 대한 반응으로 ‘촛불집회’로 표출된 사회운동 간의 갈등에 대한 사회학적 설명을 시도한다. 갈등을 다루는 중심이론은 니클라스 루만의 위험사회론이다. 전체적인 목적은 루만의 논의를 통해 현대사회에서 위험 소통이 어떻게 이루어지는지 살펴보는 것이다. 기존의 논의가 ‘촛불집회’를 중심적인 주체로 상정한 데 반하여 이 글에서는 정부 또한 갈등의 중요한 주체로 등장한다. 정부와 촛불집회는 정치체계의 코드로 구성되는 정부와 사회운동의 형식으로 구성되는 촛불집회로 상정된다. 이들은 자기준거적인 속성을 가지고 있기 때문에 일치보다는 차이에 관심을 가지고 있다. 그래서 특정 위험에 대해서도 서로 다른 의미를 생산하게 된다. 결국 이러한 자기준거적인 체계의 특성이 인간광우병에 대한 위험 소통에서도 차이의 의미를 생산하게 되는 것이다. 갈등의 초기에는 인간광우병 인자에 대한 과학적 소통이 활발하게 이루어졌다. 하지만 인간광우병의 위험을 측정하는데 있어서 학문체계는 아직 인간광우병에 대한 연구가 종결되지 않은 시점에 있었다. 이러한 상태에서의 위험 소통의 불확실성은 점점 더 커져가는 결과를 낳게 되었다. 그리고 그 이후에 전개된 갈등은 정부와 촛불집회가 서로를 사회의 위험요소로 규정함으로써 이루어진다. 이러한 국면에 접어들면서 이들은 위험에 대한 새로운 해석과 책임귀속의 설정을 통해 자신의 질서를 유지하려고 하였다. 이들은 결국 표면적인 갈등이 마무리된 상태에서도 자신들의 소통을 유지했다는 점에서 둘 모두 성공했다고 할 수 있다. 하지만 인간광우병의 유입과 관련한 위험 논의가 실제로는 제대로 종결되지 않았으며, 오히려 서로에게 규정한 위험 논리로 인해 위험 소통이 훨씬 더 복잡해져 버렸다. 이로 인해 사회의 불확실성은 더 높아졌다. 그 결과로써 논문은 체계의 상이한 관찰에 따라 특정 위험의 해석이 각기 다르며 현대사회가 위험을 해결할 수 있는 것도 제한적이라는 것을 보여준다.

영문 초록

This article attempts sociological explanation about conflicts between the Government leading U.S. beef negotiation and social movement known as Candlelight Vigils. Core theory to deal with conflicts is risk society theory of Niklas Luhmann. With Luhmann s discussion, the overall purpose of article examines how risk communication works in modern society. While most existing articles have only laid Candlelight Vigils on a main subject, this article handles the Government as an important subject, too. The Government consists of political system codes and Candlelight Vigils is represented by the social movement. This means difference rather than agreement because they have their own self-referential attributes. Therefore, they produced different meanings about particular risk. Finally, this feature of self-referential system produced different meaning on the subject of risk communication about CJD. In the beginning of conflicts, scientific communication about CJD’s factor emerged lively with an animated discussion. However, scientific system could not come to a conclusion about CJD s risk measurement in those days. As a result, self-referential features came to create different meanings. Since then, following conflict progressed because the Government and Candlelight Vigils labeled each other as a certain risk element of society. In this phase, they tried to keep their own order through new interpretation about risk and creation of responsibility attribution. Eventually, they all had been succeed in maintaining their communication under the finished condition of superficial conflicts. However CJD-related risk discussion properly could not come to debate in practice, but rather risk communications by risk logic assigning each other were a great deal more complicated. On this account, uncertainty of society could uprise. This article shows that interpretation about specific risks is different by system’s different observation and that risk’s resolution in modern society is circumscribed.
