대학통폐합 과정에 대한 신제도주의적 분석

국문 초록

본 연구는 전문대가 일반대와 통폐합 되는 과정을 신제도주의 관점 중 동형화(isomorphism)이론을 활용하여 분석하였다. 먼저 동형화 이론에 기반한 분석틀을 설정하고, 분석틀을 3개의 통폐합 대상대학에 적용하였다. 동형화 결과를 관찰하기 위하여 통폐합 시점으로부터 5년 이상이 경과한 사립대학 중 연구대상을 선정하였고, 해당 대학의 언론보도, 관련 문헌, 규정 등을 분석하였다. 또한 통폐합 추진 당시부터 이후 상황을 가까이에서 관찰한 당시 영향력있던 대학 구성원을 인터뷰하였다. 연구 결과 각 전문대는 일반대로의 전환을 통해 교양교육과 전공교육 관련 기회를 확대하였으며 이런 노력들이 외부 평가 및 재정지원사업에 영향을 미치는 것으로 확인되었다. 또한 통폐합은 교직원 감축 등 구조조정의 일환인 행·재정적 수단으로서의 성격이 강했고 교수·학습과 관련된 교육적 목적은 부차적이었다. 그럼에도 불구하고, 대학은 위기 상황일수록 교육과정 개선 등을 통하여 교육목적에 충실하고 대학 사명에 부합하는 조직운영체제를 구축해야함을 발견하였다.

영문 초록

This study analyzed the process of merging colleges with universities from a new institutional perspective. Based on the theory of isomorphism of new institutionalism, we explored the process of unifying university assimilation. First, an analysis frame based on the theory of isomorphism was established and three universities subject to merger(including school conversion) were analyzed through the framework of analysis. In order to observe the results of isomorphism, research subjects were selected among private universities more than five years after merger and analyzed the media reports, related literature data, and the university regulations. It also interviewed responsible university members who observed the situation closely from the time of the merger drive. As a result of the study, each college expanded the opportunities related to liberal arts education and major education through the transition to the general road, and these phenomena were found to affect external evaluation and financial support projects. In addition, merger was not an educational purpose related to teaching and learning, but was in fact a financial and administrative nature as part of restructuring such as reduction of faculty members. In addition, it was discovered that universities, in times of crisis, have a long-term purpose and are faithful to the purpose of education through the improvement of the curriculum, and establish an organizational management system that is consistent with the university s.
