정전협정 직후 유해교환 성과와 한계 재조명

국문 초록

정전협정 조항에 유해송환 항목이 반영되었고, 체결 이후 유해교환과 비무장지대의 일부 발굴이 있었다는 점에서 그 의의가 있었으나 기간이 짧았고 교환 건수도 일부에 지나지 않아서 성과는 제한되었다. 이 논문은 정전협정 체결 후 유해교환의 성과와 한계를 재조명해, 앞으로 비무장지대와 북한지역까지 유해발굴과 교환이 확대되기를 기대하면서 정리했다. 정전협정 체결직후 비무장지대 전장정리 과정에서 유엔군 측에서는 모두 616구를 발굴했고 공산 측은 607구를 발굴했을 뿐이다. 상대방 지역에 대한 유해 규모에 대한 논의는 있었으나 실제로 발굴 및 교환이 이루어지지 않았다. 유해교환 과정에서 유엔군 측이 공산 측에 거제도포로수용소 수용 중 사망한 포로 8,602구를 포함한 13,528구를 송환한데 비해, 공산 측이 송환한 아군 유해는 모두 4,190구에 그쳤다. 이는 전투지에서 미처 수습하지 못한 유해, 유엔군 측이 공산포로와 귀환포로 등의 증언과 첩보를 토대로 파악한 이동과정과 수용 중에 사망한 국군을 비롯한 유엔군 희생자 규모를 제대로 반영하지 못한 것이었다. 남북한 사이에 2018년 ‘9.19 남북군사합의’를 통해 2019년 4월부터 11월까지 진행된 화살머리고지에서 진행된 발굴 작업에서 잠정적으로 261구의 유해를 발굴했던 것처럼 성과가 확인되고 있다. 따라서 비무장지대와 북한 지역에서 유해발굴 및 교환 문제는 더 이상 정치적 혹은 군사적인 이유로 미루거나 중단되지 말고 지속적으로 추진되어 할 과제이다.

영문 초록

The provision of the Armistice Agreement reflected the remains of repatriation, and it was meaningful that there were some exchanges and excavation of the DMZ after the conclusion of the agreement. This paper reviews the achievements and limitations of exchanges, and researches in anticipation of the expansion of remains excavations and exchanges in the DMZ and North Korea. Immediately after the Armistice Agreement was signed, the UN forces excavated 616 dead bodies in the demilitarized zone, while communists have only discovered 607s. There was a discussion excavating remains to the other region, but no excavation and exchange was actually conducted. While the UN forces returned 13,528 to the communists, including 8,602 prisoners who died in the prison camps, Geojedo, only 4,190 of the allied remains returned by the communists. This was a failure to properly reflect the size of the UN victims, including the ROK military and allied prisoners who died in the north Korea based on testimony and intelligence from returned prisoners. The results are confirmed as the discovery of 261 remains in the excavation of the Arrowhead Hill in April-November 2019 under the September 19 inter-Korean Comprehensive Military Agreement. Therefore, the excavation and exchange of dead bodies in the demilitarized zone and North Korea, will no longer be delayed or suspended for political or military reasons, but will continue to be pursued.
