북한지역 토지가치 추정방법에 관한 연구

국문 초록

본 연구는 향후 북미 회담이 재개되고 북한의 경제개방이 진전될 경우, 경제특구 등의 토지임대료 책정과정에서 기존의 방법론을 검토하고 추가적인 방법론을 모색함으로써 북한과 한국, 외국투자자들에게 임대료와 관련한 보다 합리적인 판단기준을 제시하고자 한다. 구체적으로 북한지역의 토지가치 추정을 위한 추가적인 방법론으로서 감정평가 이론 중 비율분리이론의 공제법을 검토하였다. 비율분리이론은 토지와 건물이 함께 전체 부동산을 형성한다는 가정에 기초한 이론으로서 전체 가치에서 건물가치(감가상각 반영)를 공제하여 토지가치를 추출하는 것이 공제법이다. 이를 활용하여 북한 평양지역 아파트부지를 대상으로 토지가치 추정을 위한 적용가능성을 모색하였다. 공제법을 활용한 아파트 부지의 토지가격 추정결과에서는 최근의 평양지역 아파트가격에 건축비용과 토지가격 수준을 상회하는 프리미엄 가격 요소가 존재할 가능성이 있다고 판단된다. 이같은 연구결과를 바탕으로 향후 북한지역 토지임대료 산출 시에 토지가치 산정방법에 대한 추가적인 논의가 필요하다.

영문 초록

This study was conducted to prepare for future U.S.-North Korea talks to resume and if the North s economic opening is activated. And the study aims to present more reasonable judgment standards regarding rent to North Korea, South Korea and foreign investors by reviewing existing methodologies and seeking additional methodologies in the process of land rent setting in special economic zones. To this end, we considered the ‘extraction technique’ of the FAT(Fractional Apportionment Theory), which is a theory of appraisal. FAT is a theory based on the assumption that land and buildings together form an entire property, extracting the value of the land by deducting the value of the building from its total value. We sought the applicability of this method to estimate the land value of the apartment sites in Pyongyang, North Korea. Based on the estimation of the land price of an apartment site using Extraction technology, it is believed that the recent apartment price in Pyongyang, North Korea, is likely to have a premium price element that exceeds the construction cost and land price level. Further discussions on how to calculate land value are needed when calculating land rent in North Korea.
