취약계층 여성의 임신･출산 및 초기양육 지원에 대한 질적 연구

국문 초록

본 연구에서는 임신과 출산 과정 및 초기 양육기에 속해 있는 미혼모, 장애인, 노숙인 등 취약계층 여성을 대상으로 한 사회적 지원 정책 및 서비스에 대해 알아보고자 한다. 이를 위 해, 임신, 출산 및 초기 양육기 여성을 위한 한국의 정책 및 제도에 대한 문헌조사와 함께, 취 약계층 여성을 대상으로 서비스를 제공하고 있는 기관 종사자들과의 포커스 그룹 인터뷰를 실 시하였다. 포커스 그룹 인터뷰에 참여한 기관은 총 4곳으로 미혼모 기관 2곳, 장애인 기관 1 곳, 여성노숙인 기관 1곳이다. 연구 결과, 미혼모를 지원하는 기관들 중에는 이미 위기 임신 및 출산, 초기 양육 지원을 위한 체계를 갖추고 서비스를 제공 중인 기관들이 있는 데 반해, 장애인, 노숙인 여성을 위한 지원 체계는 아직 마련되어 있지 않을 뿐 아니라 수요 파악조차 제대로 되어 있지 않았다. 또한 지역사회에 거주하고 있는 취약계층 여성들에게 정보와 자원 접근이 어렵다는 점, 안정된 양육을 위해서는 가족뿐만 아니라 사회적 차원의 통합적 지원이 필요하다는 점 등이 발견되었다. 본 연구 결과를 토대로 현재 미혼모 중심으로 지원되고 있는 임신과 출산 지원 서비스를 장애인, 노숙인 등을 포함한 취약계층 여성으로 확대하고, 지역사 회에 거주하고 있는 취약계층 여성들을 위한 안전한 양육환경 조성 및 주거 자립 지원, 지역사 회 유관기관들 간의 네트워크 구축을 통한 체계적인 임신, 출산 및 초기양육 지원 체계를 확보 할 필요가 있음을 제안하였다.

영문 초록

This study was carried out to examine social welfare policies and services for vulnerable groups of women, such as unwed single mothers, women with disabilities and homeless women who experience unmet needs during pregnancy, childbirth and early child rearing. The researchers conducted literature reviews to evaluate Korean welfare policies and systems for women in pregnancy, childbirth and early child rearing and focus group interview with social workers working at social work agencies providing services for the vulnerable women. A total of 4 groups, consisted of 2 agencies supporting unwed single mothers, 1 agency supporting women with disabilities and 1 agency supporting homeless women participated in the interview. The findings show that agencies supporting unwed single mothers have already provided integrated support systems for single mothers at serious risk during pregnancy, childbirth and early child rearing while social work agencies for women with disabilities and homeless women have not prepared the support systems and not even identified specific needs of these women. Also in this study, we identified that vulnerable women living in their community had limited access to information and resources and comprehensive support systems should be implemented for stable child care of these women not only in the family level but also in the social level. Based on these finding, the researcher provided implications that maternity care and childbirth support systems that are mainly focused on unwed single mother should be expand their service target to vulnerable groups of women and network-based integrated systems of pregnancy, childbirth and early child rearing care should be constructed for the stable child care and housing provision for vulnerable women in the community.
