국문 초록

본 연구는 국내 사회적경제 중 협동조합 실패사례 분석을 통해 협동조합 운영자와 전문상담가의 경험을 심층적으로 이해하고자 질적연구방법으로 탐색하였다. 이 연구를 위해 세평적사례선택방법으로 서울시 협동조합 운영 지원 관련자 8명에 대한 개별 심층면접을 실시한 자료를 활용하였다. 분석결과 실패 요인으로 도출된 범주는 정부 지원에 대한 기대로 설립, 결사체로서의 협동조합 운영방식에 대한 이해 부족, 사업 수익에 대한 비즈니스 모델의 부재, 법인 제도의 구조적 불합리함, 공공영역의 협동조합에 대한 이해 부족과 융통성 없는 대처, 지원의 종결에 대한 대비 부족이었다. 이에 본 연구 결과를 통해 지속가능한 사회적경제 생태환경 조성을 위하여 지역사회의 문제 해결에 초점을 두고 정부정책과 제도의 명확화, 조합원들의 필요 욕구에 대한 정확한 파악과 협력, 협동조합에 대한 이해교육, 갈등과 문제해결의 대안 마련, 중간조직의 컨트롤타워 역할 등이 필요할 것을 제시하였다.

영문 초록

This study explored the qualitative research method in order to understand the experience of co-operative managers and professional counselors in depth through analyzing factors of failure cases of co-operatives in the Korean social economy. For this study the data of the individual in-depth interviews with eight persons related to the operation of cooperatives in Seoul were used through the selection of critical cases. The categories identified as failure factors were establishment in anticipation of government support, lack of understanding of how cooperatives operate as associations, lack of business models for revenue generation, structural irrationality of corporate institutions, and lack of understanding of cooperatives in the public sector as well as lack of flexibility in coping, difficulties in dissolution/liquidation and lack of preparation for end of the support. Therefore, through the results of this study, the clarification in government policies and institutions with focus on solving the problems of local communities in order to create a sustainable social economy ecological environment, identification and cooperation with members needs, understanding of education on cooperatives, alternative solutions to cope with conflicts/problems and intermediate organizations role as control tower would be needed.
