영문 초록

Although Northeast Asia is in the process of being developed and has a great potential for economic growth, its regional transportation system is still premature in terms of not only its infrastructure but also its management and institutional system. In this regard, inadequate transportation system is frequently mentioned to be a major barrier for foreign investment and trade growth in the region. In recent years, the problem of TKR-TSR linkage became the key issue with regard to the development of the Trans-Northeast Asian Railway Network as an integrated regional transportation system. It is expected that South Korean port of Pusan will become the extreme Eastern point of a through intercontinental railway route. In order to develop TSR as a main Eurasian land bridge and maximize its present potential, it is necessary to reconnect the missing links, i.e., to join North and South Korean railways. While revealing its vital interest in the renewal of large-scale transit between Europe and Asia along its territory, Russia has concentrated its diplomatic energy on the realization of TKR-TSR linkage project and finally obtained North Koreas consent on that. The TSR-TKR connection project could lead to significant changes in cargo and commodity flows in Northeast Asia, involving Russia as a natural transportation bridge between Europe and Northeast Asia. The project of railway communication between the ROK and Europe via TSR will bring large financial and economic profits for South and North Koreas, and Russia. Besides, it is expected that the restoration of the TKR system with subsequent linkage with the TSR will build a solid foundation for the future unification of North and South Koreas inducing the opening of North Koreas introvert society and serious changes in its socio-economic structures. And, undoubtedly, it is likely to accelerate economic cooperation on the Peninsula, serving as a stabilizing factor in the region.
