국문 초록

2002년 부시는 북핵위협을 과장했고 2019년 트럼프는 그 위협을 축소했다. 신년 국정연설에 선 두 대통령의 위협평가는 왜 달랐을까? 관심전환이론은 국내적 불안정에 직면한 정치지도자는 세력결집을 위해 국외에서 군사적 충돌을 감행하다고 주장한다. 관심전환이론은 부시의 “위협과장”을 설명할 수 있지만, 트럼프의 “위협축소”는 적실하게 설명해내지 못한다. 트럼프의 “위협축소”라는 종속변수는 “관심무마이론”으로 설명가능하다. 트럼프는 도덕성 추락, 인종차별적 언사 등 대선 후유증과 우크라이나 스캔들 등 탄핵정국으로 인해 임기 내내 국내정치적 도전에 직면했다. 이에 국가안보를 위한 대외정책 결정 과정에서 위협조작의 동기가 작동되었고 북한도 그 대상이 되었다. 한편 위협조작의 방향-과장 혹은 축소-을 결정한 것은 북핵위협의 수준과 강도였다. 트럼프 행정부 시기 북한은 이미 핵무장을 고도화한 고비용, 고위험 타깃이었기에 “위협과장”을 통한 군사적 긴장증가는 합리적 선택이 아니었다. 대신 “위협축소” 카드를 통해 국민관심을 무마하며 “싸우지 않고” 안보문제를 해결한 지도자라는 인식을 심으려했다. 즉, 정치적 도전이라는 국내적 변수는 위협조작의 동기를 제공했고, 북핵능력 고도화라는 외부적 변수는 위협조작의 방향을 결정했다. 트럼프의 위협축소는 정권안보를 국가안보와 교환하려 했다는 점에서 정치사유화의 한 사례라 할 수 있다.

영문 초록

US President George W Bush exaggerated North Korea’s threat while denouncing it as part of the “axis of evil” in his 2002 State of the Union Address. President Trump sought to cover up that threat while extolling his good relations with Kim Jong Un in his 2019 State of the Union Address. Why did they take these different positions? The diversionary theory of war posits that in the face of domestic instability, leaders use international conflicts to divert the public’s attention. This theory explains the underlying logic of Bush’s policy to maximize the North Korean threat, but it fails to explain Trump’s decision to downplay its threat. The coverup theory of threat explains why President Trump attempted to minimize the North Korean threat. Trump faced a domestic political quagmire created by allegations of racism and predatory sexual behavior. He was also facing impeachment as a result of scandals involving Russia and Ukraine. Those domestic troubles motivated him to manipulate the North Korean threat, which threatened to aggravate his political problems if he could not address this issue. The status of North Korea’s nuclear program -- the fact that it was nearly complete -- forced him to minimize, rather than maximize, the threat. Since North Korea is considered a high-cost, high-risk target, Trump downplayed the seriousness of the threat while emphasizing his friendship with Kim. This behavior can be explained as a tradeoff between regime security and national security through the privatization of domestic politics.
