예비타당성조사에서 편익이전의 활용

국문 초록

경제적으로 의미 있는 가격이 시장에서 형성되지 못하거나 비사용 가치와 같이 가격 자체가 존재하기 어려운 재화를 공급하는 사업에 대한 예비타당성조사에서 CVM을 적용해 왔다. 그러나 예비타당성조사의 수행과정에서 부처가 사업계획을 변경하는 경우 초기 사업계획에 따라 도출된 편익의 추정치를 변경된 사업계획에 적합하게 조정하기 어렵게 만든다. 현재 변경된 사업계획에 따른 설문조사를 다시 수행하고 편익을 재추정하는 방법이 사용되고 있으나 시간과 비용적인 측면에서 비효율적이라는 지적이 있다. 본 논문에서는 조건부가치측정법이 적용된 예비타당성조사에서 유사사업이나 사업변경에 따른 재조사에 대한 요구가 있을 경우 편익이전의 적용가능성에 대해 검토하고 시사점을 제시하고자 한다. 부산 금정산과 유사한 연구사례를 추출하고 단위가치이전으로 추정한 금정산의 보존가치는 가구당 연간 7,705∼16,940원으로 확인되었다. 이는 편익이전이 유사사업이나 미세한 사업조정에 따른 CVM 중복조사를 하지 않고도 재정사업의 편익을 도출하는데 유용함을 보여준다.

영문 초록

Contingent valuation method(CVM) has been applied in preliminary feasibility studies for projects that supply goods that do not have economically meaningful prices in the market or that do not exist in price itself, such as non-use values. In the course of conducting a preliminary feasibility study, if the ministry changes the project plan, it will make it difficult to adjust the estimate of the benefits derived from the initial project plan in conformity with the changed project plan. Currently, methods are used to re-conduct surveys and re-estimate benefits based on changed business plans, but critics point out that they are inefficient in terms of time and cost. In the preliminary feasibility study applied with CVM, this paper tries to review the applicability of the benefit transfer in case there is a demand for a reinvestigation following similar projects or business changes, and present the implications. The preservation value of Geumjeongsan, estimated by extracting a case study similar to that of Busan Geumjeongsan and estimated by unit value transfer, was found to be 7,705∼16,940 won per household per year. This result shows that the benefit transfer is useful for deriving the benefits of the financial business without conducting a duplicate survey of CVM due to similar projects or minor change of business plan.
