개발협력 관점에서 본 ‘데이터 혁명’

국문 초록

연구목적: 데이터의 폭발적 증가와 그것을 분석하는 디지털 기술의 발전은국제개발협력 분야에 새로운 기회와 과제를 제공해주고 있다. 본 연구에서는‘데이터 혁명’이 어떻게 개발협력의 장(場)에 출현하여 새로운 규범으로 자리잡게 되었는지 분석하며 다양한 데이터 기반 개발협력 사례에 대한 비판적학술연구의 필요성에 대해 제시한다. 연구의 중요성: 본 연구는 2010년대 이후 새롭게 주목 받고 있는 ‘데이터 혁명’ 의 개발협력적 함의에 대한 기초연구로 학술적 중요성을 갖는다. 발전 담론으로부터의 이론적 뿌리와 정책적 진화에 대해 살펴보며, 데이터 활용기술의 개발협력적 적용과 실천적, 정책적 시사점에 대해 논의한다. 연구방법론: 지난 10년간 ‘데이터와 발전’ 분야의 연구 동향을 분석 하고 향후연구 과제를 제시하기 위해, 주요 개발학 및 정보통신기술과발전(Information and Communication Technology and Development: ICTD) 학계의 학술지를 범위로 중심어를 통해 분석하였다. 또한 ‘데이터와 발전(data for development)’ 분야의 국제기구의 정책 담론의 진화를 재구성하기 위해 참여 관찰 자료를활용하였다. 연구결과: 발전 담론이 근대화, 경제성장, 빈곤퇴치, 지속가능발전 등으로 진화하면서 기술혁신과 발전에 관한 연구도 기술이전, 정보통신기술, 데이터 등으로 진화하였다. 특히 ‘데이터와 발전’에 관한 기저논리는 데이터를 경제발전의주요 생산요소로 보는 관점과, 데이터를 통한 개발협력 거버넌스의 확립 두가지 관점으로 발전되어 왔다. 연구를 통해 빅데이터와 공공데이터가 가장 많은 주목을 받은 데이터기반 개발협력 이니셔티브로 확인할 수 있었다. 기술결정론적 기대와 새로운 불평등 사이의 간극이 존재한다는 점에서 개발협력에기회와 실천적, 인식론적 과제를 동시에 제공하고 있다는 점을 논하였다. 결론 및 시사점: 빅데이터와 공공데이터는 상대적으로 짧은 역사를 가졌지만개발협력에 새로운 접근방식을 제시하고 있다. 하지만 이를 통한 투명성, 효과성 제고에 대한 기술낙관적 기대에 비해 이론적, 실증적 학술연구는 부족하다는 것을 본 연구를 통해 지적하였다. 이에 다양한 사회문화적 맥락을 반영하는비판적 학술연구의 필요성을 강조하였고, 한국 개발협력정책과 재난 상황에서의 함의를 도출하였다.

영문 초록

Purpose: Data Revolution has recently entered the public discourse in the field of sustainable development. This study analyses how the theme has emerged in the field of international development cooperation and how it has positioned at the center of SDGs. The purpose of this study is to investigate the current state of knowledge on ‘data and development’ and provide guidance for future research. Originality: This study provides a comprehensive review of ‘data revolution’ in development and offers a starting point for scholars and development practitioners who are interested in the topic and wish to learn in greater depth. The author contributes to the seminar debate on how data initiatives, digital technologies and critical academic research can provide a constructive impact in international development cooperation. Methodology: This study explores the academic research on data for development . The scope of the research includes not only academic literature in Development Studies, and ICTD, and grey literature, but also participant observation based on the author’s participation in international discussion of ‘data for development’. Result: Digital technologies have been discussed to have great potential to promote development in the dominant rationale of development cooperation. The study identifies big data and open data as a major initiative in the theme of ‘data for development’. It highlights the importance of a balanced view of opportunities, challenges and prospects in data-driven development Conclusion and Implication: This study concludes with suggesting implications for sustainable data platform, development strategy in Korea as well as data use in public health crisis and disaster management. The author calls for critical research and policy action based on the consideration of local context and social-embeddedness of technologies, to harness the benefits of data and digital technologies for all.
