국문 초록

연구목적: 본 연구의 목적은 공적개발원조(ODA)로 지원된 ICT 교육 사례를통해 그 효과를 분석하고, 지속가능한 발전과의 관계를 모색하는 것이다. 이를통해 효과적이고 지속가능한 ICT 활용교육으로 개발도상국의 인재 양성에 기여하도록 한다. 연구의 중요성: 지속가능발전목표(SDGs) 달성을 위해서 ICT의 활용이 매우중요하며, 특히 교육 분야의 SDG달성을 위해서 ICT 교육을 활용하는 것이필요하다. 왜냐하면, ICT 교육은 교육의 접근성 제고는 물론 정보격차 해소및 양질의 교육을 추진함에 있어서 매우 유용하기 때문이다. 더구나 COVID-19 사태와 같은 예외적 상황에서 원격교육이나 온라인을 활용한 ICT 교육은 교수학습의 연결고리로서 중요한 역할을 할 수 있다. 연구방법론: 본 연구는 문헌연구과 사례 분석을 통해 진행했다. 이를 위해ICT교육을 활발하게 추진하고 있는 케냐를 선정하였고, 관련 면담과 설문자료를 활용했다. 연구결과: 케냐 초등학교에 지원했던 ICT 혁신센터 및 교원의 역량강화는 즉시적인 효과를 주었다. 즉, 새로운 시설이 구축됨에 따라, 가시적인 효과를 주었고, 실제로 학생 수도 증가했다. 또한, 교원의 역량을 높여, ICT 활용에 대한자신감을 향상시켰고, 교수학습방법의 변화를 가져왔다. 학생들에게는 학습동기를 부여했고, 학업성적을 향상시키기도 했다. 나아가 시설 및 컴퓨터 교육등을 지역 주민이 활용하여 지역사회에도 영향을 주었다. 결론 및 시사점: 지원 사업은 어느 정도 효과를 가져왔지만, 안정적인 운영을위한 연계협력이 없다면 지속성을 담보하는데 한계가 있다. 따라서 ICT 교육의효과를 높이기 위해서는 체계적인 사전조사와 연구를 통해 ODA 사업을 추진하여 지속가능한 발전을 위한 체계를 마련함으로써 한 사람이라도 소외되지않는 교육으로 널리 확대되어야 할 것이다.

영문 초록

Purpose: The purpose of this research is to analysis of relation between sustainable development and effect on ICT education through support of ODA. For this research, it may contribute human resource development of developing countries on effective on sustainable ICT for education. Originality: It is very important to utilize ICT education for achievement of SDGs, specially, it is need to apply for ICT education for attainment of SDG 4, education. Because ICT education is useful for access of education as well as digital divide and quality education. So, on occasional situation as like COVID-19 pandemic, ICT for education such as distance learning and on-line, could be play a role as connecting link with teaching and learning. Methodology: This research is to literature review and case study, and it is case of Kenya, which has active programs ICT in education. It include in interview and survey in the field. Result: The results and suggestions are followings. It had an immediate effect on the ICT center and teacher empowerment. According to establishment of new facilities, it gave a visible effect and increased in number of student in real. As the improvement of teacher empowerment, they have confidence in ICT for education and make a change of teaching-learning method. Students had good improvement of motivation, and understanding of learning as well as improvement of school record. Furthermore, the facilities had an effect on community to helpful for computer and center in local resident. Conclusion and Implication: Even though this project had some effects, if there is no connective cooperation for stable operation, there is a limit to guarantee sustainability. Therefore, it is very good approach to support sustainable development as well as visible performance for effect on ICT for education.
