비관세장벽이 한중 농산물 무역에 미치는 영향에 관한 실증연구

국문 초록

다자간 무역협력체제의 활발한 활동과 FTA 추진정책으로 말미암아 선진국 및 개도국들과의 무역을 지속적으로 확대하는 추세를 보이고 있다. 본 연구는 비관세장벽이 한국과 교역대상국인 중국 간의 농산물무역에 실질적으로 어떠한 영향을 미치는지를 실증분석으로 실행하였다. 연구결과를 보면, 현실에서는 대체로 상대국의 TBT에 직면하여 수출국의 수출량 감소가 일반적이지만 폭은 크지 않은 것으로 판단되었다. 대체적으로 한중 양국의 농산물무역은 TBT에 의해 단기적으로는 부정적인 영향을 받았지만, 장기효과보다 단기효과가 더 큰 것으로 판단되었다.

영문 초록

Since WTO was established in 1995, the use of Non-tariff Barriers (NTBs) is widespread and has increasing impact on international trade. The objectives of this paper are to analyze the impact of TBT on agricultural trade between Korea and China. In order to fulfill these objectives, we first reviewed WTO/TBT Agreement and developed an analyzing framework to estimate the scale of TBT on the theoretical basis, and also performed economic impact analysis on agricultural trade through economic model. Overall, the regression analysis showed that TBT are trade restricting for agriculture goods under the Korea-China FTA and the impact of Korean’s TBT on agricultural export is larger than that of China. Besides, we can also concluded that the TBT has a short-term effect on the Sino-Korean agricultural trade, but the long-term influence is not remarkable. In the short-term, the TBT makes the sharp increase of agricultural export, but the system will not affect trade volume in the long time.
