경찰공무원 채용배점에 대한 신임순경과 수험생의 인식 및 시사점 연구

국문 초록

경찰청은 우수한 자질을 갖춘 경찰공무원을 확보하기 위해서 다양한 정책의 변화를 준비하고 있으며, 그 중 경찰공무원 채용시험에 대한 개편으로 2022년 시행을 목표로 시험과목의 변경을 준비하고 있다. 지난 2019년 6월 15일 경찰위원회 제412회 회의를 통해 순경공채는 헌법, 형사법, 경찰학 3과목을 필기시험으로 치르고 영어와 한국사는 검정제로 대체하며, 경찰행정 경력경쟁 채용시험은 형사법, 경찰학, 범죄학 그리고 영어는 검정제로 대체한다고 내용으로 입법예고할 예정이라고 발표하였다. 이러한 시점에 경찰공무원 채용절차에서 필기시험(50), 체력(25), 면접(20), 가산점(5)의 반영비율에 대한 재검토 논의가 다시 부각되기 시작하였다. 따라서 이 연구에서는 신임순경과 수험생을 대상으로 현재의 반영비율에 대한 인식을 분석하여 향 후 정책방향 결정시 참고자료를 제공하고자 연구를 수행하였다. 분석결과 첫째, 현재의 반영비율은 신임순경 부정응답 20.3%, 긍정응답 49.6%로 나타났으며, 수험생의 경우 부정응답 24.7%, 긍정응답 37.2%로 나타났다. 둘째, 필기시험 배점을 높여야 한다는 인식은 신임순경 부정응답 50.0%, 긍정응답 14.2%로 나타났으며 수험생의 경우 부정응답 51.4%, 긍정응답 9.6%로 나타났다. 셋째, 체력검사 배점을 높여야 한다는 인식은 신임순경 부정응답 5.8%, 긍정응답 67.0%로 나타났으며 수험생의 경우 부정응답 11.5%, 긍정응답 48.5%로 나타났다. 넷째, 면접시험 배점을 높여야 한다는 인식은 신임순경 부정응답 12.7%, 긍정응답 56.8%로 나타났으며 수험생의 경우 부정응답 34.3%, 긍정응답 27.9%로 나타났다. 다섯째, 경찰공무원 채용절차에 대해서 전반적으로 만족한다는 인식은 부정응답 9.1%, 긍정응답 50.7%로 나타났으며 수험생의 경우 부정응답 18.1%, 긍정응답 33.4%로 나타났다.

영문 초록

In May 2014, the Korea Coast Guard was reorganized into the Korea Coast Security Safety Headquarters belonging to the Ministry of Public Safety and Security in order to integrate disaster safety functions distributed among ministries and manage all types of disasters occurring in Korea. In 2017, the Korea Coast Guard re-entered the independent office of the Ministry of Oceans and Fisheries. In other words, in order to faithfully carry out the task of renewing Korea Coast Guard, the most basic prerequisite is to secure excellent manpower and be reborn as Korea Coast Guard loved by the people. Therefore, the purpose of this study is to present direction for the revision of the Korea Coast Guard recruitment system under discussion by analyzing the awareness of the recruitment system under education at the Korea Coast Guard Academy in order to find ways to establish a desirable recruitment system for the purpose of establishing a number of competitive systems and securing professionalism in line with the current public recruitment system. Therefore, the purpose of this study is to present direction for the revision of the Korea Coast Guard recruitment system under discussion by analyzing the perception of the recruitment system under education at the Korea Coast Guard Academy in order to find ways to establish a desirable recruitment system for the purpose of establishing a number of competitive systems and securing professionalism, which is now found to be a problem of the Korea Coast Guard recruitment system.
