잉여 식량과 국제 무역체제: 한국 잉여 쌀의 해외원조 정책에 대한 함의

국문 초록

연구목적: 본 논문은 국내외적 환경 변화에 의한 쌀 재고 증가 문제에 직면한 한국 정부가 잉여 식량의 대외원조를 모색함에 있어 현물지원과 관련된 국제적 메커니즘이 무엇인지 고찰하였다. 연구의 중요성: 국제개발협력에서 잉여 식량의 대외원조는 오랜 역사를 가지고 있는 이슈이나 한국은 2017년에 첫 잉여 쌀이 대외원조로 지원된 가운데 이와 관련된 연구가 부재하였다는 점에서 의미를 가진다. 연구방법론: 국제사회의 잉여 식량 원조에 대한 문헌 연구와 농림부의 한국농업 데이터 분석을 주된 연구 방법론으로 하였다. 연구결과: 2017년 한국 역사상 처음으로 개도국에 현물지원 형태로 쌀을 지원하였다. 하지만 잉여 식량의 대외원조와 관련한 국제사회의 규범에 대한 연구와 학습은 미미 하였다. 결론 및 시사점: 신흥 공여국으로 급성장한 한국정부가 기존의 현금 지원이 아닌 현물 형태로의 식량지원 정책을 모색함에 있어 우리 정부는 국제사회의 메커니즘을 분석하고 이를 정책화하는 노력이 필요하다.

영문 초록

Purpose: This paper examines the international system that the Korean government should consider in seeking foreign aid for surplus food in the face of the problem of increasing rice inventory due to changes in the domestic and international environment. Originality: External aid of surplus food in international development cooperation is meaningful in that it has a long history, but Korea did not have any related research with the first surplus rice being provided with foreign aid in 2017. Methodology: Literature research on surplus food aid from the international community and analysis of Korean agricultural data by the Ministry of Agriculture and Forestry were used as the main research data. Result: For the first time in Korean history in 2017, rice was provided to developing countries in kind. However, research and learning on international norms regarding foreign aid of surplus food was never conducted before. Conclusions and Implication: Korean government needs to make efforts to analyze the international community s mechanisms in seeking food aid in kind instead of conventional cash aid.
