국문 초록

본고는 유럽 경제통합의 합목적적 관점에서 브렉시트를 비판적으로 검토함으로써 유럽 경제통합에 본질적으로 내재된 평화의 정치경제학적 의미를 재고찰하는 것을 목적으로 한다. 브렉시트는 단면적으로는 EU 탈퇴를 의미한다. 하지만 영국이 EU 후발 가입국이었고 유럽경제통합이 본질적으로 유럽의 평화와 경제 회복의 공동체적 대안이었던 점을 고려하면 브렉시트는 평화의 정치경제 체제에 대한 거부를 의미한다. 쟝 모네가 슈망과 더불어 유럽 경제공동체 창설을 주도하게 된 것은 경제통합이 경제와 정치, 군사, 사회의 유럽 연합을 지탱할 수 있는 기반임을 간파하였기 때문이다. 경제적 공동 이익뿐만 아니라 포괄적인 유럽공동체 기반을 확충함으로써 유럽의 공동 발전을 추구한 점은 유럽 경제통합의 본질적인 요소이자 궁극적인 목적이었다. EU는 평화를 위한 경제 공동체 건설이라는 정치경제적 전략을 구현한 결과로 발전해 왔다. 평화의 정치경제학적 고찰은 성경에서 예시적으로 증언한 갈등과 대립 구도의 극복 사례로부터 역사적 통찰력을 얻을 수 있다.

영문 초록

This paper aims to reconsider the politico-economic perspective of peace inherent in European economic integration by critically reviewing Brexit from the point of view of European economic integration. Brexit means cross-sectional withdrawal from the EU. However, given that Britain was a late EU member country and that European economic integration was essentially a communal alternative to peace and economic recovery in Europe, Brexit implies denial of the political and economic system of peace. Jean Monnet led the creation of the European Economic Community with Robert Schuman because economic integration was the foundation for sustaining the European Union of economy, politics, military and society. The pursuit of co-development of Europe by expanding the comprehensive European community base, as well as economic common interest, was an essential element and ultimate goal of European economic integration. The EU has developed as a result of implementing a political and economic strategy of building an economic community for peace. Politico-economic considerations of peace can draw historical insights from examples of overcoming conflict and conflict structures exemplified in the Bible.
